Brown's personal popularity has plummeted since he took office a year ago, the Telegraph said.
Only 8 percent say he is a better Prime Minister than the former leader, Tony Blair, and 49 percent think he is doing a worse job, the newspaper said.
About 61 percent think Brown is a liability to his party, up from 25 percent a year ago, the Telegraph said.
In the overall state of the parties there is a rare glimmer of good news for Brown. Labour has risen five points from last month and is now on 28 per cent.
Last month's 23 per cent was the lowest rating for Labour since records began and was even lower than when Michael Foot led the party 25 years ago.
The Tories have slipped back one point to 46 per cent, but the 18 point gap they hold would still give David Cameron a big working majority in a general election. The Liberal Democrats are down three points on 15 per cent. (ANI)
