Maintain zero tolerance for ragging in institutions: Committee

With the ensuing academic session which is likely to begin shortly, the educational institution has been advised to maintain zero tolerance in respect of ragging.


The Committee headed by R K Raghavan urged the Central Government to take immediate steps to reinforce anti-ragging measures as directed by the Supreme Court with the help of multi media publicity campaign. On the other hand, it also asked the regulatory bodies to prepare specific and strict regulations to enforce anti-ragging measures in the Higher Educational Institution.

R K Raghavan, the former Director of CBI and the Chairman of the committee on ragging constituted by the Ministry of HRD on Supreme Court orders for monitoring the measures to prevent ragging in Educational Institution met here today to take stock of the situation. The committee also reviewed the progress made by different regulatory bodies and other stakeholders who had been directed by the Court to implement the recommendations of Committee’s report on anti-ragging measures.

When asked about the recent progress made by the UGC to curbing menace of ragging, it said a separate cell had been constituted to look after the matters pertaining to ragging in Universities and colleges. The committee shall be responsible to sensitise the institution about the prevention of ragging.

The Monitoring committee also suggested the UGC that incentives by means of higher grants should be provided only to those institutions, which ensure that ragging is completely barred and does not take place in their campuses in any form.

If any institution finds negligent in taking adequate steps for redressing the grievance in case of ragging is reported in their institution, the Committee observed, the regulatory bodies must conduct enquiries through fact finding committee. Each regulatory body is responsible for maintaining zero tolerance in their campuses as per the order of Supreme Court, the Committee said.

Representatives from various quarters of the society such as the University Grants Commission, All India Council for Technical Education, Medical Council of India, Dental Council of India, and Nursing Council of India participated in the parley.
