“Work for the betterment of the people by being their friends, philosophers and guide rather than a strict administrator,” advised President Pratibha Patil to the IAS probationers of 2007 batch here at Rashtrapati Bhawan on Friday.

The civil servants have blessings of quality education and now with acquiring power they can do good for the cause of the society.

Mrs Patil urged the IAS officers to administer with a humane touch and strictly implement various schemes in their true spirit. By implementing intellectual capacity, which they are bestowed with, the civil servants can successfully provide good governance to the country and bring immense transformation in the society.

'As the heads of the districts, you should use the law and the power at your disposal but always try to treat commoners with pamper,' the President advised the Officers.

Now the enormous responsibilities rests on their shoulders, the success to transform plan into action much depends on their frame of mind. Work for the welfare of the people keeping in mind the long-term interests of the country foremost in their minds.

Although the IAS officers are unequal in power, status, responsibilities as compare to the common people but are equal in terms of human race and so should discard the feudal notion of 'mai-baap'(my lordship). The government servants are the principal agents of social change and so to bring change in the society must set good model before the society by practising virtuous act.

Citing “to bring change at top, start working at the grass root level,” the President asked the Officers to work in harmony and cooperation with the representatives of people, particularly at the village and district level institutions.

The country is passing through tremendous change in every manner, and in this perspective, good governance is a very challenging job, which requires the ability to understand complexities of the problems.

'At the same time we need to be very careful when fissiparous tendencies and the regional sentiments are gaining ground, not to do anything which hurt the unity and integrity of India,’ said the President.

Referring to India’s rapid development with an average GDP growth rate of 9 per cent, Smt. Patil emphasised on the requirement of an inclusive growth and emphasis on the importance of education in a “knowledge economy”.

The President also urged the officers to play a sincere and active role in implementing of laws and flagship schemes so that the society could be saved from the social evils of child marriage, female foeticide and dowry.

Apart from discarding social evils the young officers should also play a pro-active role in supporting the women to stepping up into Panchayati Raj institutions, said the President while encouraging them for doing selfless work for the country.
