New pay scales for armed forces as early Diwali gift

New Delhi/Thiruvananthapuram, Sep 27 (IANS) The government Saturday set up a three-member ministerial panel, including Defence Minister A.K. Antony, to look into the grievances of defence personnel with regard to the Sixth Pay Panel recommendations and has directed that the raised pay and arrears of the armed forces personnel be given by the first week of October.

 

In Thiruvananthapuram, where he was Saturday, Antony promised that that anomalies in pay scales would be sorted out soon, and the armed forces 'will celebrate Diwali' by collecting their new salaries.

 

 

Speaking to reporters, Antony rubbished news reports that the Indian armed forces personnel would observe the forthcoming festival of lights on Oct 28 as 'Black Diwali' over the newly announced pay scales.

 

 

'Who told you such things? Such a thing is not going to happen. When the Pay Commission came out with new pay scales, I agree there were some anomalies for the armed forces personnel. But don't worry. We will sort out all such issues and they will celebrate Diwali by collecting their new pay scales,' Antony said.

 

 

Prime Minister Manmohan Singh appointed the three-member panel to look into the issues raised by the defence forces.

 

 

'The three-member ministerial panel will be headed by Minister for External Affairs Pranab Mukherjee. Defence Minister A.K. Antony and Finance Minister P. Chidambaram will be part of the panel,' a defence official said.

 

 

The government has directed that all personnel of the armed forces get the new raised pay scale and remunerations as per the recommendations of the Sixth Pay Commission in the beginning of October.

 

 

"All personnel of the armed forces will receive the new pay and arrears by the first week of October. The three forces have been directed to submit the draft notification regarding the implementation of the pay panel's report by Monday morning following which the government will disburse the pay and arrears," the official added.

 

 

The reviewed report of the Sixth Pay Commission had upgraded the civilian and paramilitary counterparts of officers of the rank of lieutenant colonel and equivalent to a higher pay band. As a result, civilian officers who were in the lower pay bracket and were drawing less pay than lieutenant colonels and officers of equivalent rank would now draw a higher basic salary.

 

 

The armed forces are upset at this. They contend that such "core issues" would affect the joint operations of the armed forces and paramilitary forces.

 

 

"The government is alive to the concerns of the armed forces and will take the adequate action required," defence spokesperson Sitanshu Kar said.

 

 

The report of the Sixth Pay Commission, headed by Justice (retd) B.N. Srikrishna, was submitted to Chidambaram March 24.

 

 

It led to protests from both civilian and defence personnel, following which the government appointed a committee under Cabinet Secretary K. Chandrashekhar to study the various demands and make corrections.

those who are mindlessly blogging over pay increase are the one who never had a bullet in their stomach and still not been considered a war hero. kindly try to command a troop at 19300 ft and post your valuable words

Defence officers pay scales are already very high in comparison to civilian counterpart. Increase in their pay scales will demoralized the PBORs as it will send a bad message that these people are very clever to fight with tooth and nails for their own pays. I have high regards to the payscales for the PBORs as recommended by the 6th pay commission. It is only our officers who do not wants to enhance our status. So there is no fault from pay commission. It would have been better if not a single officer should be a member of a commitee constituted for PBORs. Defence Minister please do not pay attention to their baseless demands as there is no logic in that.

The PBORs of armed forces are ignored by the fifth cpc and sixth cpc. By this their status is lowered and they don't have any forum to express their views and recentments. PBORs must be equated to the civilian counter parts for fixing payments and to improve their status.

Defence officers are worried about there status against civilian equivalents. what about the anomalies of PBOR. I joined IAF 16 years back with diploma engineeering qualification even after 16 years of service my pay is not even equal to the starting pay of my civilian equivalent. Is there any one who is worried about PBOR.

I THINK YOU AND GOVERMENT IS CONVINCED ONLY LT COL ISSUE. YOUR NEWs SAYS THAT A COMMITTEE IS CONSTITUTED TO SORT OUT THE ISSUE. THANK YOU DEFENCE MISNISTER , YOUr KEEN INTEREST ON YOUR DEFENCE. LET ME SAY ON BEHALF OF pbor,who are totally helpless to come out with their agony, as no officers are not sincerly interested in their issues, more over they have their own status problem to discuss with you.I donot know whether it will reach to you or not . this is not the status issue ,but survival issue. gp x of three wings of the armed force seriouly affected in this pay commission.
in civil ,diploma holders placed in pb-2 9300 scale grade pay is 4200 whereas diploma gp x is placed in pb 1 and grade pay is 2000. salary is just half of cilivilian counter parts.can you equivelent injustice happened any section in defence. Only chief can represent our issues . but.....
. what an injustice is this . our chief is not yet identified this anomaly and he has represented only for Lt col . sir now let us who will bring out these silent goats voice . we expect diwali gift for pbor. WE HOPE SOME MIRACLE WILL HAPPEN ONLY THROUGH OUR DEFENCE MINISTER AK ANTONY , A UNIQUE PERSONALITY
