NUEPA declares rank of states on education-list

A survey conducted by a government-aid body, NUEPA, which placed Kerala on top and Bihar at the lowest level in composite primary and upper primary level of education.

A survey on education conducted by National University of Educational Planning and Administration (NUEPA) placed Kerala on top of the list and Bihar the worst performer.

According to the Flash Statistics: Elementary Education in India: Progress towards Universal Elementary Education (UEE) 2006-07 released by Arjun Singh, the Minister for Human Resource and Development, Kerala is ranked on the top in composite primary and upper primary education followed by Puducherry, Delhi and Tamil Nadu. Bihar is the worst performer ranked at 35 followed by Jharkhand ranked at 34.

Delhi tops the list for primary level and ranked at no1 followed by Puducherry at 2 and Kerala at No.3 and Jharkhand at 34 and last, but not the least Bihar ranked at 35.

Again Kerala came at the top of the list for the Upper Primary level followed by Puducherry, Tamil Nadu and Chandigarh.

Like primary level and composite primary and upper primary education, Bihar and Jharkhand remained respectively at 35th and 34th position.

Kerala maintained its position at no. 1, as was in the previous year 2005-06 in case of primary and upper primary level of education, while Delhi slipped one position down at no. 3 this year comparative to the previous year.

One of the significant indicators has been presented in the document related to the Muslims enrolment both at the primary and upper primary levels of education. The attempt has been done for the first time in the country.

The figure reveals that Muslims’ participation in primary school was a meagre 9.8 whereas they make around 14 percent of the national population, while in pre-primary level it was just about 7.5 percent.

However the figure is not at all incredible after recent surveys including the Sachar Committee report, which showed that Muslims were the most backward community when it comes to education.

The recent survey however showed that Muslims are doing better not only in those states where the over all development level is good, but also in states of Bihar, Madhya Pradesh, Rajasthan and Uttar Pradesh, comparatively the economic weaker states.

The enrolment of Muslims in primary level in Andhra Pradesh is better than the overall enrollment in the state. The same is true about Muslims enrollment in a not well off state of West Bengal.

The most motivational example is of Assam that creates rays of hope among Muslims. This largely backward state shows that there is almost 100 percent enrollment among Muslims in primary level of education. However the percentage is slightly low at pre-primary level.

It is expected that this exercise would ease the process of targeting of Sarva Shiksha Abhiyan (SSA) to the neediest districts. The Government is already focusing on districts with substantial population of Scheduled Castes, Scheduled Tribes and Minorities, educationally backward districts where there are large numbers of out of school children, high gender gap and large infrastructure gaps.
