Manmohan Singh appeals to opposition parties to let Parliament function

New Delhi, Apr. 27 (ANI): The Prime Minister, Dr. Manmohan Singh, has appealed to the opposition parties to allow the Parliament function and discuss all the issues through proper dialogue there.

"By not allowing Parliament to function, we are making mockery of our system of democracy. The whole world is laughing at us. Whatever the issues, these can be debated, discussed and decisions arrived at through proper dialogue at Parliament," Dr. Singh told mediapersons on the sidelines of the defence investiture ceremony at the Rashtrapati Bhavan here on Saturday.

The Congress-led UPA Government is expected to reach out to the opposition by Monday when the Parliament resumes amid concerns over continued disruption of both the Houses.

Parliamentary Affairs Minister Kamal Nath is likely to meet more opposition leaders as the first week of the second phase of the Budget Session saw a complete washout of the parliamentary business.

He had earlier on Friday met NDA working chairperson L.K. Advani to find a way out of the stalemate.

With only nine working days left in this session, the Parliamentary Affairs Minister sought the BJP's support to run the Parliament to pass the Rail Budget and the Finance Bill.

Proceedings in both the Houses of Parliament were stalled for the fourth day on Friday over the coal block allocation row.

After the Lok Sabha reassembled at noon, opposition members rushed into the Well raising slogans in support of their demands.

Members of the Biju Janata Dal, who had earlier staged protests outside Parliament over a demand for a financial package and a special category status for Odisha, also trooped into the Well of the House.

Left parties also trooped into the Well demanding a CBI enquiry into the multi-crore rupee chit fund scam in West Bengal. They too had protested outside Parliament and demanded the arrest of all those involved in the scam.

Congress members from the Telangana region of Andhra Pradesh indulged in sloganeering over a demand for a separate state.

When the uproar continued, the House was adjourned for the day. Earlier, the House was adjourned for one hour till noon. It will now reconvene on Monday.

Meanwhile, proceedings in the Rajya Sabha were adjourned for the day after witnessing noisy scenes and two disruptions.

When the House reassembled at noon, BJP members again trooped into the Well, demanding the Prime Minister's resignation over the coal blocks allocation issue.

Samajwadi Party members also rushed into the Well of the Rajya Sabha, protesting against the frisking of senior party leader and Uttar Pradesh Minister Azam Khan at Boston Airport in the United States.

Rajya Sabha chairman Mohammed Hamid Ansari and subsequently Deputy Chairman Professor P.J. Kurien had to adjourn the proceedings. (ANI)
