PM asks for detailed report on relief measures in flood-hit Bihar

Amidst contradictory reports coming out from the flood-ravaged Bihar in relation to rescue and relief operations carrying out by the Centre, Prime Minister Manmohan Singh sought a detailed report on the flood situation and related rescue operations from the National Executive Committee here on Friday.

Addressing an urgent meeting of the National Disaster Management Authority (NDMA) to take stock of the flood-hit Bihar, the Prime Minister said: “I am reported that all the marooned persons have been rescued. But there are contrary reports emanating from Bihar.” Dr. Singh asked the complete details from the National Executive Committee within the next couple of days.

National Disaster Management Authority was formed in 2005 as a statutory body to prepare plans, lay down guidelines and recommend measures for disaster management and mitigation. The National Executive Committee is a helping branch of the NDMA and supports the Authority in working out relief and rescue plans for the calamity-hit areas.

All aspects were discussed in the meeting; from relief, rehabilitation, compensation to repair and reconstruction of infrastructure like roads, electricity, drinking water, schools and madarasas. The Committee was asked to quick examine all the points so as to evolve a “pragmatic, time-bound and well monitored programme.”

Prime Minister directed the Committee to immediately prepare viable relief and rehabilitation plans for each of the districts working with the state government.

In order to counter check that all funds were being utilised properly, Dr. Singh also said to set up a system of close monitoring that would report the committee on a daily basis. Since the task is vast and has incorporated a massive area, all agencies, state, central, civil society, corporates should be involved for specified items of rehabilitation, he said.

A team of NDMA may be positioned in the affected areas to ensure better coordination, the PM said.

Members of the NDMA, the Cabinet Secretary, the Defence Secretary and the Home Secretary have visited the flood-hit areas in Bihar and taken stock in detail, Singh said.
