Employee Unions reject Sixth Pay Commission recommendation

After submitting the Sixth Pay Commission's report, the contention began among the employee unions probing it as 'uneven' and 'biased' recommendation. Several employee’s unions including officer’s have not ready to accept the ‘current status of recommendation’ of the commission and asked the government to make ‘appropriate’ changes that suits to every class of the society before implementing it.

“The budget mostly suited to ‘babus’ and ‘bureaucrats’, because these are the ‘caretakers’ of the government offices in the central and in the capital of the states”, alleged a spokesperson of the employees union on the condition of unrevealing the name. “The commission has forgot the largest number of the employees for which government is promoting it as a too-much employee-friendly proposal”, he added.

“But the submitted recommendation is not more than a ‘lollypop’ proposal for about 40 lakhs of central employees belongs to middle level pay scale bands and the largest vote banks”, he further said.

Several Unions including major employees’ union (Confederation of Central Government Employees) and major officers’ union (CSSS Gazetted Officers' Association) have protested the recommendation proposal and not ready to accept in the present form at any condition. Those have asked the government to remove ‘unreasonable’ differentiations made between the same running pay bands and asked to justify every one.

As per present recommendation, when it is analyses in-depth, it can be found easily that there are broad differences in the proposed salary structure as the lower level of employees have been almost neglected while the senior officers have granted heavy package.

For example: The lowest level of employee living in the classified location having pay scale of 2550-55-2660-60-3200 on January 2006 would get the price band of Rs. 4440-7440 with grade pay of Rs.1300 (a total of fixed Rs.5740, excluding TA, DA and HRA that varies on the designation and seniority) on January 2006. While Cabinet Secretary, the maximum salary achiever would get fixed Rs.90,000 on January 2006, as against fixed price of Rs.30,000 before imposing the recommendation. So we can see that the lowest level of beginners would get only 6.4% of the top position employee’s salary.

Similarly, Group B, C and D employees will get the pay hike about 20% but in terms of money it will be between a meager of Rs.1,000 to Rs.3,000, while inflation rate has been increased many folds against the proposed increment. On the other hand, on the top level, Group A officers (joint secretary level and above) would get 50% more that would be the hike of Rs 20,000 to Rs 30,000.

Besides, lower and middle level employees, the higher level officers is also not happy with this increment as they claims that an equal qualified and eligible candidate in the private firms get four to five times more salary than the government’s higher officers. Meanwhile, the extra benefits including job security, housing, and commutation government’s top officers get more advantage than similar level of private officers.

Now, the ball is in the government’s court and the picture will become clear after approving the salary. The department of expenditure under the finance ministry is analysing the report and submit its report soon to the cabinet before beginning the parliament session after the break. There, the cabinet would organise a committee of the secretaries to manage the implementation of the report clause by clause.

I was an Associate Scientist-B in Indian Statistical Institute and I retired from the institute in the middle of last 2007.I was designated as an Associate Scientist-B which is equivalent to the rank of a Lecturer because my scale(Rs. 8000/- to Rs.13500/) as well as others in the same category is the same as that of a lecturer in the institute.Like me others in the same category have been teaching the students of International Education Centre(ISEC)in ISI for more than 15 years or so.Despite we were not in a position to get the status of so-called teachers i.e. faculty.Almost all of us holding the Degree of Doctor of Philosophy in different disciplines have been teaching students of ISEC for their Diploma Courses in ISI and doing research for many years out of which we were able to publish many scientific papers in international quarterly scientific journals of repute.When GOI has announced increase of two years in age of retirement, we claimed for the same but we were deprived of getting the facility. But who do not have any functions of teaching as well as research and not even related to academic activities they got two years more in their age of retirement.By this sort of injustice we were to retire at age 60. This injustice has been giving us pains for many years.Now GOI has raised the retirement age of teachers from 62 to 65 years.But we do not have any facility to avail of this justice. We informed many times to the Administration of our grievances but all were in vain. But now 6CPC has been implemented. Still there are anomalies. Employees whose increment dates fall between 1 July to 31 December their date of increment will be 1 July but whose increments fall between 1 January to 30 June, there date of increment will also be 1 July.This is illogical. Pay Commission was due on 1.1.2006 but the effective date of availing all the facilities will be from 1.9.2008 even in case of availing pension and gratuity. As 6CPC was due on 1.1.2006 all the facilities are to be provided to the employees retired after 1.1.2006.I, on behalf of the Associate Scientists-B in ISI tenderely hope and earnsetly request proper justice from the GOI so that we are not deprived.So proper justice is welcomed in these regards.

As per the new 6th pay commission recomendation Government staff unable to dream for get a own house any where in the world and even they are not eligible for getting home loan also. All india lorry strike only affected the good transportation, for this, central government get surrended. All india railway strike stimulated by the rulling parties deffinetly collasped the complete india.
I think it is an last episode of Congress government. Please convey this message to all indian congress president and prime minister of india.

In indian railway technical engineering catagories are being neglected.Is it not the lack of knowledge of government,in otherwords government has never looks into the progressive pillar making people.If there is no technical catagories can the babus and burocrats earn crores of rupees from Railway.It is only for the technical field level staffs,supervisors ,engineers whose day-night labour yeilding so much profit.Though they are deprived.If an officer purchase one kg of rice at Rs 30,the other staffs also has to pay the same amount to purchase one kg of rice from open market.So it should be always keep in mind before implement any pay structure that when a man can earn up to the minimum requirements of his family hewillbe satisfied,at the same time he can devote his best tothe work like private companies.Technical categories specially Telecommunication presently using IT technologies in Railways and latest softwere based engineering .So they should either be hike salary as compare to the IT based industries or they should be privatised as limited concern.In the later case it may provide earnings more.

the education system needs a revolution in educational policies, teaching standards , school amenities and other parameters related to the pay packages of teaching staff. like since independence india is following the standards as laid down by the britishers. no change. like for eg. a primary teacher was paid less than a tgt or a pgt teacher. whereas comparatively a primary teacher plays a crucial role in founding the life and career of a child. more than what tgt's and pgt's do. what tgt and pgt get's is a readymade educated child taught and trained very laboriously ba a prt. hence the pay of a prt should either be more than a pgt or they should be kept in the same scale as pgt's or the tgt's are. it would have been very wise of the chairman and his team if they had done a very comprehensive study of this laxation and proposed something very revolutionary ideas to the govt. of india. it was the duty of the cpc to awaken the govt. from their slumber so that some indigenious developed policy composed by our own countrymen for the educational system based on our country's cultural background have been established unlike the pokhran test which was a totlly indigenious one.

here one wife and children say 2 and fulfilling their minimum expenses is highly impossible
see for a decent family maintenance it self one need rs20000/ month house rent minimum now a days is rs 6000/= and for monthly groceries it costs another rs 6000 and child education even though our children are studying in central school they need some good dress , transport and books and some nice entertainers like weekly taking them out once in two months taking out of station to see the world and under stand life better way some time to giving nice clothes nice sports activities and swimming like activities we need lots of money if not even our children are deprived of life and fun see once a child deprived he cant understand
any thing but inner unsatisfied which is elder peoples guilt. these all give impatience even to the elders . why i am telling all these for mear surviving one need good money. so not based on education raise the pays but based on the responsibilities because they the children are the future of India.

I have the honour to submit the following few facts for your kind perusal and humanitarian and favourable consideration

In this organization (Petroleum & Explosives Safety Organization) the post of Accountant was created as a result of expansion of Petroleum & Explosives Safety Organization (formerly Department of Explosives) under the Department of Industrial Policy and Promotion, Ministry of Commerce and Industry, Recommended by the work-study group. The Petroleum & Explosives Safety Organization (formerly Department of Explosives) did not have any post of Accountant earlier and it came into being in the years 1997 in the pay scale of Rs. 1400-2300 (Pre-revised). The officers, including the Chief Controller of Explosives in the Department of Explosives hold technical qualification, did not visualize the exact nature of duties that will be performed by the Accountants and the pay scale that should be suitable to them.

Accountant has major responsibilities for accounts section and handled the budget allocation & expenditure under non-plan/plan and supervise the entire work of the Accounts section as well as concerned Region/Circle.

In the Petroleum & Explosives Safety Organization (formerly Department of Explosives) there are two parallel posts i.e. Office Superintendent in the pay scale of Rs. 1600-2660 (Pre-revised) and Accountant in the pay scale of Rs. 1400-2300. As per the Vth Central Pay Commission recommendation, the post of Office Superintendent has been upgraded/revised in the pay scale of Rs. 1640-2900. Both these posts are supervisory grade in nature. While the Office Superintendent supervises the work of Administration, the Accountant will supervise the financial/accounts matters of the Department. The Accountant?s work in the Petroleum & Explosives Safety Organization (formerly Department of Explosives) is SUPERVISORY in nature. The same was certified by the Chief Controller of Explosives (the Head of Department) vide his letter No.

Further, it is to inform that, in various Central Government Departments, there is no post of Accountant carrying the pay Scale of Rs. 4500-7000, which has supervisory nature of duties. It is further submitted that the post of Accountant in the Intellectual Property Appellate Board coming under the very same Department and Ministry has been accorded the higher pay scale of Rs. 5500-9000 (Annexure-I).

In the Vth Central Pay Commission, It was recommended that the candidate having the graduation qualification and holding the pay scale of Rs. 4500-7000 should be upgraded to Rs. 5500-9000. This recommendation was implemented in may organizations/departments viz. Indian Audit and Accounts, Deptt. of Administrative Reforms and Public Grievances, Land and Development Office, Urban Affairs and Employment, Water Resources Secretariat etc.

It is further submitted that present pay scale of Office Superintendent and Assistants were upgraded vide Ministry?s letter NO. 1(5)97-Expl dated 14.12.1998 w.e.f. 01.01.1996 in the Department of Explosives. Further in several Central Government Departments, the posts of Accountant with similar qualification are fixed in the pay scale of Rs. 5500-9000.

Other Departments, where the Accountant post existed, the pay scales for the post of Accountant have been revised to the pay scale of Rs. 5000-8000 where no supervisory duties are involved and to the pay scale of Rs. 5500-9000 where supervisory duties are involved in accordance with the guide lines of the Vth Central Pay Commission by clubbing with similar post having similar nature of duties, In Part B of the Vth Central Pay Commission notification. For example in the Department of Animal Husbandry & Dairying the post of Accountant, though it did not appear in Part ?B? of the said notification as per the guideline Para 46.10 of the Vth Central Pay Commission, was clubbed with similar post of Head Clerk/Sr.Storekeeper which found place in Part ?B? of the said notification for the purpose of allotting replacement pay scale of Rs. 5000-8000 (Annexure ? II), the Accountant post in that Department having duties non-supervisory in nature. By the same analogy the post of Accountant having supervisory nature of duties, the replacement pay scale of Rs. 5500-9000 is admissible as per the guideline Para 46.11 of the Vth Central Pay Commission. If Accountant posts existed in the Petroleum & Explosives Safety Organization (formerly Department of Explosives) earlier to the constitution of the Vth Central Pay Commission, it would have been similarly recommended and revised to the replacement pay scale of Rs. 5500-9000.

It is also submitted that in no other department of Central Government, the Accountant post has the pay scale of Rs. 4500-7000. All other departments have the Pay Scale of either Rs.5000-8000 or Rs. 5500-9000.

Copies of the letter of Ministry of Agriculture vide No. 3-7/98-99(Admn.) dt. 29.4.1998 addressed to the Director, Central Institute of Fishers, Nautical and Engineering training, Cochin has conveyed approval of the competent authority for pay revision as follows(Annexure-III) :-

It is further submitted that in the Vth Central Pay Commission recommendations there is no post of Accountant in the pay scale of Rs. 4500-7000 in any Departments under any Ministry of Govt. of India except the Petroleum & Explosives Safety Organization (formerly Department of Explosives). The following Departments/Ministries (Annexure? IV) have compared the duties & responsibilities of the post of Accountant in their organizations with the posts having similar responsibilities and allotted replacement pay scale to their Accountants commensurate with the nature of duties and as applicable to other similar post applying guiding principles of the Vth CPC report.
1. Deptt. of Animal Husbandry & Dairying, M/o. Agriculture
2. Ministry of Rural Development
3. National River Conservation Directorate, M/o. Environment & Forests.
4. National Legal Services Authority

It is to state that only 6 posts of Accountant are going to be benefited after upgradation of pay scale from Rs. 4500-7000 to Rs. 5500-9000 and this upgradation will not lead to, too much financial burden on government, in spite, it will boost up their moral and devotion towards their duties in the public interest.

Further, it is to inform that, prior to the Vth CPC, the pay scale of the Assistant & Accountants were same i.e. in the pay scale of Rs. 1400-2300 in the Petroleum and Explosives Safety Organisation. But as per the Vth CPC the pay scale prescribed for the Assistants is Rs. 5000-8000, where as the pay scale of Accountants are only Rs.4500-7000, though the entry level qualification prescribed for Assistant is Matriculation, while for Accountants it is Graduation and experience in accounts matters. Now as proposed in VIth CPC report, the Accountants are biggest looser (neglected) in comparison to other posts. Because of the pay scales of Assistants & Accountants which were same prior to Vth CPC i.e. 1400-2300 is now as per VIth CPC recommendation in the different Pay Bands i.e. Assistants in Pay Band II of Rs. 8700-34800 and Accountant in Pay Band I of Rs. 4860-20200. That, it appears that the VIth CPC is not well aware of the diversified role of Accountants in the Petroleum and Explosives Safety Organisation whose nature of duties are Supervisory.

The aforementioned facts and circumstances reveal that while deciding and revising the pay scales, neither the graduate qualification with experience of accountant nor the nature of duties performed by them has been taken into consideration by the 6th CPC for which, the Accountant are going to be deprived of the justified pay scale of Rs. 5500-9000 in the existing pay scale. Certainly this recommendation of the 6th CPC would be dispiriting and intimidating the accountant, which speak volumes of injustices made to them that consequently have negative effect on the working culture in long run.

Prayer

In the light of the aforesaid facts, I on behalf of all Accountants of PESO, pray your good office to take up the matter seriously and consider the case in an equitable way so that the Accountant could meet the privilege to be entitled to the pay scale of Rs. 5500-9000 in the existing salary structure in relevance to their qualification, professional expertise, multifaceted duties and responsibilities, for which act of your kindness, I shall remain ever grateful to you.

Recommendations of the Sixth pay Commission for increase of pay structure is not uniform. Every Government servant is working for Govt. However, by virtue of given career, they have been placed at different levels as Group D, C, B, A etc., with the responsibility attached to the respective position. There is a huge difference in the pay band and grade pay of Group A and B with that of Group C and D. Group A & B officers are being given good hike, whereas Group C & D, especially Group C persons have been treated very badly combining them with Group D and less hike. Assistants, UDCs with basic pay of Rs 4500 and Rs 4000 respectively have been bigger losers both in the pay band and grade pay though they are well qualified and most of the office work burden taken by them. In view of their experience, nature of works, qualifications may I request the authorities of 6th Pay Commission to segregate group C pay band from group D and to enhance the group C having the above basic pay to a higher and more rational Pay Band-2.

Recommendations of increase is not uniform. Everbody is working for Govt. However, by virtue of given career, they may be placed at different levels as Group D, C, B, A etc., the responsibility at their level for serving the Govt. is always same. However, an officer level has more scope for rendering other anomolies other than official works. Then, why the difference in increamental %age. Group A & B officers are being given good hike, whereas Group C & D, especially Group C persons, though they are well qualified people and most of the office/work burden looked after by them but they have been treated very badly combining them with Group D and less hike. E.g. 4000 and 4500 basic personnel who are UDCs, Assistants etc., The big losers are these two scale personnel. Hence, they may be separated from Group D merger or may be merged with Pay Band-2 considering their experience, nature of works, qualification etc

sir it is very unfortunate to inform you, prior to 5th cpc, the post of accountant and assistant in departent of explosives were in the pay scale of 1400-2300. as per the 5th CPC recommendation the assistant post was upgraded to Rs. 5000-8000 were as the accountant was placed on 4500-7000. As per 6th CPC the assistant post is placed in pay band II i.e 8700-34800 after merging of three diferrent scales i.e. 5000-8000,5500-9000& 6500-10500 but the accountant pay scale remains kept in pay band I i.e. 4860-20200. this is totally injustice. the pay scale which were same earlier and after recommendation of 6th CPC the same scale are placed in different pay bands showing lot of mointoried loss to those who are looking same nature of duties. kindly look into it.

my husband expired in the year 1994 with disease with 15years of service in that days our pay was very less i with two Dependant children facing so much of hardship all these days .no pay commission gave any solace to our problems being a civilian pensioner we present our problem to the vi th pay commission one post one pay may solve the problems pl look in the matter and act positively cause there is no meaning in all the plans which cant work on eventualities isn't it?

GLARING ANOMALY IN S26, S27, S28, and S29 GRADES

The sudden jump in salary as one moves from PB3 to PB4 may provide a chance for victimization. There is a huge financial loss for officers who retire in grade S26 and S27 with out reaching PB4 even though their salary in the pre-revised scale is more than 18400 and many of them draw more salary than officers in S28 and S29. Therefore at least those officers who have attained 18400 as on 1-1-2006 should be shifted to the PB4 band. Otherwise officers drawing same salary as on 1-1-2006 in pre-revised scale of S26, S27, S28 and S29 may start drawing completely different amounts. This anomaly should be removed as a concession of natural justice. Paradoxically an officer with basic pay of 18300 in S28 draws more salary than an officer drawing basic pay of 20000 and 20900 in S26 and S27, respectively. The grade S29 also starts at 18400. At the starting basic pay itself they draw much more than officers with basic pay of 20900 and 20000 in S27 and S26. This glaring anomaly has crept in mainly because the SPC members are biased by the IAS scale and they have mainly put a proposal to address their scales with a "I can't help it" attitude towards S26 and S27 which probably are not IAS scales.

There are many ways to encourage talent and good workers at the same time administering fair and natural justice to a vast majority. A weapon for victimization should not end up in the hands of seniors who will naturally weild it against hapless officers at the same time bring the cronies to the fore front. This would naturally happen in departments which follows so called merit based promotions. The qualities to procalim some one as meritorious is largely by serving the personal whims of seniors. The system is already rotten and the bands of PB3 and PB4 would further aggravate it.
In short I would appeal to the SPC not to create a system to generate more frustration. Most of the time the frustrated people will become a burden on the department. The officer who come up fast may even leave the department as his confidence level and morale are very high.

In short, I have two solutions
1. Shift S26 and S27 into the PB4
2. Shift at least those officers who have attained basic pay of 18400 as on 1-1-2006 into the PB4 so that ther is no pay disparity at the time of implementing the report. Later officers may adjust as they are already aware of the pay band system.

Committe set up by the Government to address disparities may note this.

In central Health Education Bureau under the Dte. General of Health Services,MOHFW,there are some health education officer post in the pay scale of Rs. 6500-10500 classified as Group B Gazetted. the qualifications required for the post are (1) Masters degree in social sciences (2) Degree Diploma in health education/education(3) 3 years teaching experience.
6th pay commission in its recommendations clubbed the pay scale along with 5000-8000 in the pay band 2and brought at par with the non-gazetted posts. it is outrightly unjustified as the section officers who were in the same pay scalewere elevated and given higher pay scale and higher grade pay.
health education officers are required to attend a wide variety of duties like planning, organizing and evaluation of health education programes. teaching health education and social sciences in the post graduate trainings. giving technical input for preparation of education material etc. the discipline of health education is an amalgamation of health sciences and social sciences to brin about better outcomes in the health sector thhrough health communication/IEC. this type of category should be more encouraged as the medical professional cannot make sufficient contribution to this end as they possess least interest and capability in this end. moreover these health education officers provide key inputs to the healtheducation programmes, social health policies and thus forms backbone. there are no promotional avenues at present where as medical doctors who work side by side have best promotional avenues in the govt. sector. this is visible unjustice. this posts were kept unduly down under despite evlevation of other categories by the successive pay commissions. therefore, it is requested that these psots should be treated at par with the lecturers working in the universities and colleges and be kept in the minimum grade of Rs. 8000-13500 to provide justice. since the number of these posts are very less the financial burden will be very less even if they have been given higher pay scales.

this report only for group-A employees not for group-b,c & d Employees. the minimum increment per year @ 5% of pay&grade pay to all govt. servent and HRA must be enhanced for A1 class cities i.e. 40% of pay and grade pay.

The 6th pay commission has done injustice to Class II Gazetted officers in the pay scale of Rs.6500-10500/-.The pay scale of Section officer has been recommended to Rs.7500-12000/- and after four years in the payscale of Rs.8000-13500/-, where as other Class II Gazetted officers are not recommended for up-gradation of pay scale though they are directly recruited by U.P.S.C. and with higher qualifications and experiences at the entry level. The job responsibility is also higher than the section officer.The Health Education officers in CHEB at the entry level are directly recruited by U.P.S.C. and the minimum qualification are:1)Second division Masters degree 2) Diploma in Health Education or Bachelors degree in Education(B.Ed) 3)three years experience in teaching or health education work. On the other hand The teachers though are less qualified are placed in better pay scales(Rs.7450-11500/-), where as the Health Education Officers require teaching experience but palced lower pay scale.Further, the Health Education officers train Key trainers at national level who subsequently train teachers. It is natural in-justice and demotivating factors for Health Education officers working for health promotion.
The anomaly committee may look into this matter.

As per the recommendation of 6th CPC the pay of a JCO granted Hony commission as Lt should be Rs 15,600, Gde Pay Rs 5,400/- & Mil service pay Rs 6,000/-, a total of Rs 27,000/- So as per the report his pension as on 1.6.2006 should be fixed as 50% of the gross pay is Rs 13,500/-.Will the Govt look into it and pay the pension to the retired JCOs granted Hony Commission in active service.

Ratio of highest to lowest scale is made as 1 to 16 considering pay of cabinet secy as 90,000. In the country only 4 to five officers get such salary out of 44 lac employee. Such comparison does not make any sense. Every body says Group A is getting much more as compared to other employee without thinking that persons of such calibre gat much more out side in private sector. This is clearly visible from the fact that a large number of officers from group A are leaving for private job. This is clearly seen in defense, railway , IAS cadre etc. Railways which largest employer , ratio of group A officer to other employee is approx 1 to 350 (excluding doctors). Therefore it is wrong to say that pay hike to group A has more burdened the government. Persons in higher position in private employment get much more than government pays to their group A employees whereas employee in group d/c gets much less in private sector. frequent transfers of group A officers badly affects the study of children. Transfers from one corner of country to other. If political boss or senior officer is not happy then worst place in the country. Now intellect is not getting attracted at all to so called group A.

a constabal do working 24 hours without leave all year on only 25 cl and 30 pl and his pay only about rs 11000 in 6th pay commission and a teacher work only 8 hours in day and hi get about 100 leave in year and hi get about rs 14000 in 6th pay commission . so a teacher work in month only 22-23 day's and get about rs 60-70 per hour and a police man get only rs 15-16 per hour and his working continue on festiwal or non festiwal day.

There is no need to have separate pay bands for Group A officers( prerevised 14300 -18300 and above). There can be a different Grade pay at varying levels and that is justifiable. For example, an officer with prerevised scale of 14300-18300(S-24) is given a pay band of 15660-39100 whereas an officer with prerevised 14300-22400 is put under pay band 4 of 39200-67000. Is it justifiable ? By any means it is not justifiable. Hon'ble FM should consider these types of anomalies. The law of land says equal prerevised pay should lead to equal postrevised pay (however, the Grade pay can differentiate the two GRoup A Officers). Such anomalies must be considered and remedial measures must be made.
The Prerevised scales S-24, S-25 S-26 & S-27 must be shifted to Pay Band 4 with weighted Grade Pay to guarantee that Officers of same prerevised pay get the same post revised Band Pay. The Commission's opinion about the authoriy and duties of thes four pay-scale officers can not be lower than those on S-27 and above. The PM and FM should consider these aspects and do the needful. We , Scientists-cum-administrative grade officers, feel heavily let down by SPC.As on 1.1.06 Total Pay % increase fro the Prerevised pay slabs are as follows:
S-24 -15.9%, S-25 -17.96&, S-26 -16.13%, S-27- 15.17% while with S-28 & above the rise is from 39.19% to 47.38%.
Similar anomalies can be in lower sclaes also. It is highly disheartening.

ACP means "Assured Career Progression" - which is an advance promotion for cadres without promotion prospects as recommended by the 5th CPC. Even in State Governments like Kerala, there is time-bound promotion to the next Post in line within far shorter periods as compared to 12 & 24 years in Central Govt. Now the employees are again going to be deprived of even this benefit.

The hitherto system of Advance Promotion to the next post in line is very well in keeping with
the policy of "Promotion" without diluting it to the next "grade pay". Group B,C,D employees who are in majority will be totally affected in their life-long service to the Govt unless ACP is made consistant with the actual promotion in line. With doing away with the numerous pay scales for the same post/Grade by the 6th CPC, the anomolous situation existing has been addressed in regard to the existing ACP. But reversion of ACP to a back stage may be avoided, to keep up the spirit of justice. ACP to the next higher post runs parallel to the concept of promotion, where there is no promotion prospect for lower level employees. So, the existing system of ACP may be retained without creating further anomalies. All improvement should be a forward mechanism to retain sense of natural justice.

It is a good news that Government constituted one high power comitte to study and report the grievances of 6cpc from the Armed Forces,it is to continue to All Ministries and Departments. The real thing is that the entry level employees get an almost 100 percent jump. Those with 20 years of service and more get a reat increase of less than 15 percent only. The Commission not to consider Educational qualification and experience.

THere is no need to have separate pay bands for Group A officers. THere can be a different Grade pay at varying levels and that is justifiable.
For example an officer with prerevised scale of 14330-18330 is given a pay band of 15660-39100 whereas an officer with prerevised 14300-22400 is put under pay band 4 of39200-67000. Ist justifiable. Two officers at prerevised pay of Rs. 18300 get pay band pay of Rs. 24890 under pay band 3 while another officer drawing 14300 under 14300-22400 is put under pay band 4 and gets a starying pay band pay of Rs.39200/- BY any means it is not justifiable. Hon'ble FM should consider these aspects. The law of land says equal prerevised pay should lead wqual postrevised pay (however, the Grade pay can differentiate the two GRoup A Officers).
Such anamolies must be considered and remedial measures must be made.

The Sixth Central Pay Commission is the most disgusting/disappointing pay commission ever seen in the history of independent India. It has only looked after the interest of direct recruits in the Group 'A' posts and has neglected the others who reach the Group 'A' Posts by promotion. This act of Commission is dampening factor on the moral of those who reach the Group 'A' Posts by promotion and is a put of apartheid policy on this cadre by treating them low among equals. The Inspectors of Central Excise & Customs have always suffered from the various pay commissions. They have always demanded an equal pay scale to that of CBI Inspectors, as their nature of work is similar to them and only due to this reason they have won their case in different judicial courts and due to this reason only the Govt. of India on 21.04.2004 put them in the pay grade of 6500-200-10500 i.e. the pay scale as given to the CBI Inspector. But, this sixth central pay commission has again done away that justice given to this cadre by recommending a higher pay scale to CBI Inspector in pay scale corresponding to pay scale of 7450-225-11500 whereas leaving this cadre in the corresponding pay scale of older pay scale i.e. 6500-200-10500. Moreover the pay scales of Inspectors of Central Para Military Forces & Delhi Police have also been recommended to the pay scales corresponding to the pay scale of 7450-225-11500. It is beyond the understanding of the cadre of Inspectors of Central Excise & Customs that why this step motherly attitude is always shown to them whereas their nature of work is more challenging and technical than that of CBI Inspector or any other Inspector in CPMF or Police. The arrangement of fifth central pay commission in regard to ACP was justified as it was providing the financial pay scale of the next promotional post in absence of the actual promotion for it was a lollipop justification for the inability to promote within the given time but this sixth pay commission has taken away that lollypop also, as it has recommended the next pay scale in the hierarchy of pay scale and not the post. Either this sixth pay commission should remove its anomalies or it should rightly be scrapped.

The officers in PB 3 have got a very very bad deal, particularly at the Deputy Secretary/Director level. Its too little and too late. Unless some serious corrective steps are taken, their morale is bound to suffer. They occupy an important stage in the hierarchy and with such demoralisation, their performance is bound to be affected. This must be rectified immediately.

This pay commission has neglected the values of talent and violets the theory of "servival of fittest" as there will be no competion. For Defence personnel, the abolishing of group system is not correct as personnels are recruited on different merits and competition. For instance, one GD soldier, the basic requirement is only 10th where as for a teacher in AEC, the requirement is Graduate or master degree. Both category personnel will get same payment. Is it not injustice for a soldier who has better qualification and can offer best performance due to his education and talent. His right for better payment is neglected. If all students can get same mark, why beeter students will take more pain for better result if the aim is 'pass only' but not score.

I am serving in lighthouse Department, and I am the association president.... The pay scale in the govt public sector group d pay is Rs 8500 and above. in Lighthouse department, the lightkeepers pay comes under pay band I ( ie our department Group d & Group C being merged) and we lightkeeper serving to the nation round the clock in isolated and remote places, island... we are not at all benefited with this pay scale and no weightage given were for this sielent sevice to nation job

The 6th CPC reccommendation is so cunning that, by by avoiding calculation of DP which was available from 1-4-2004, the basic pay ( Band pay) is reduced by an extend of Rs 1200 for an employee having Rs 10000 in the existing pay scales. The gravity of salary is in his basic pay. The pay commission do not have any right to do away the DP sanctioned by Hon.President of India fron 1-4-2004.
The pay commission is in an impression that all the Central Govt Employees ad Railway employees are enjoing 5 day week working. More than 50% work force do not enjoy these facilities, instead they work for six days a week. Instead of converting the 14 general holidays to 6 R.H, it would have been creditted as Casual Leave to the employees those who are working for 6 days.

The fare as charged by the pubic tpt. is equal irrespective of Gr d,c,b and A class official.Than what is the justification of granting different tpt allowance i.e.400,1600,3200 etc.Whether the govt would allow to charge half the rate of fare from gr.D & C

The pay commission has done minimum to Gp.BCD employees and maximum to Gp A officers in fixation of pay without any formula. it is totally pre decided or pre conceived. Further, the incremental rate is 3.5 percent upto 20% officers who has performed well. Since, they (Gp A) is admnistrative service and do nothing of original work, every officer would try to squeeze the lower class by all means in order to come under 20% range and get more increment. further, the promotions are not upon seniority which is linked with higher performance, every officer would do everything at the cost of Gp B & C (Gp D posts are abolished). It is gross injustice which should be stopped immediately. The pay should also be raised at the same level as that of GP A officer.

After a very long service few group c employees got two upgradtaions through ACP which was earlier introduced by government 7 rec by 5cpc,but by implementation of the 6cpc recommendationds it seems that the employees will back with their orignal scale by merger of two 6500&5500 with 5000 with same Grade Pay & Pay Band.

as we gaining day by day and special heed on education derive but in job it is worthless e.g. a clerk required tenth pass qualification whether candidate passed MA or tenth treat equal. so I suggest one increment must be plus on every next qualification that twelvth,BA MA,Bed,Med etc. that will grow intrest in higher education and revenue and standard will hike of INDIA

The pay commission recommedations were too late and that too mearge compared to the cost living that has increased and the inflation, so i think that some more appropriate steps to be taken to increase the pay of the Group C D emplooyes in particulars, beacause the burden is more on them compared with other group of employees

By seeing the report it seems that Pay commission has not studied the difficulties faced by Defence personnel specially PBORs. The only benefit (fixing pension on the maximum of pay scale)which was being given to Personnel below officer ranks, has been curtailed. I think Government should look into and retain the benefit so that PBORs at least can have food for two times a day after retirement.

there was a case regarding extn of services of the regimental commissioned offrs in the army.from 52 to 54 yrs of age everyday news is comming that there is a shortage of offrs in the army. but we do not understand why this case for extension of service is not been addressed by the pay commission.

PENSIONERS STAND TO LOSE! The PC claims to have 40% rise for pre-2006 pensioners but its Annex 5.1.1 reveals that the net benefit is just 15% as on 1-1-2006 due to the proposed withdrawal of DA on DP. This meager benefit gets reduced to 10% by 1-1-2008. As the withdrawal of DA on DP continues to erode the 'bonanza', even this 10% will vanish in another six years. Why? The existing DA rises at 12% a year at old rate and in 6 years it would be about 125% (Existing 47% plus 12% per annum hereafter). As 74% has been merged from 1-1-2006 and DA on DP proposed to be withdrawn, the new DA at that point of time would be about 53%. Calculate the effects and one realises that the gross pension at the old rate would be on par with the new pension in just six years from now. Thereafter there is a negative impact as the gross new pension would be lesser than the existing! The 20% pension rise at the age of 80 will not be sufficient to offset the accumulated loss. All pensioners stand to lose as the basic pension remains static. Serving employees will not feel the impact due to annual increment and its effect on DA and HRA. The government would do well to reject the commission's proposal to withdraw DA on DP for fixation purpose as otherwise every existing pensioner will have to pay back to Government after six years and it will then be a 'bonanza' for the Government.

THE 6TH CPC REPORT SEEMS TO BE GOOD FOR THE TOP BRASS AND THE LOWEST ENTRIES. THE PAY SCALE OF 4500-7000 ARE THE MOST SUFRER , AS THEY HAVE BEEN PLACED UNDER THE SAME PAY BAND AS THE GROUP - D , KEEPING ASIDE THEIR EDUCATION QUALIFICATION . THE WORST OF ITS TILL DATE.

pay commission report has disparity in itself. The employ who are receiving Tranaport Allowance + CCA= 100+300=400/- is giving the same amount after implementation of the report excluding CCA. while senior officers are getting 4 fold than existing rate. it is injustice. Injustice has been done with the employ having pay scale less than 4500/-

There is no rationale for creating PB-4 for Group-A. Employees of one group should have one pay band only. Pay fixation in PB-4 is roughly 1.5 times over and above PB-3.

This pay commision report is an eyewash. The lowest level of employee living in the classified location having pay scale of 2550-55-2660-60-3200 on January 2006 would get the price band of Rs. 4440-7440 with grade pay of Rs.1300 (a total of fixed Rs.5740, excluding TA, DA and HRA that varies on the designation and seniority) on January 2006. While Cabinet Secretary, the maximum salary achiever would get fixed Rs.90,000 on January 2006, as against fixed price of Rs.30,000 before imposing the recommendation. So we can see that the lowest level of beginners would get only 6.4% of the top position employee?s salary. C.C.A. is abluesh.No banifit group 'A'& 'B' employee.

See in private sector people after one year service are getting packages of 14 lacs and not to talk about about fresh B School blue boys. What a government employee is getting, just pitty pittance. Still the things about pay rise are being exaggerated by print media/news paper.

this pay commision report is an eyewash. it will only have resentment in govt employees as it is very difficult to get house in present recommended HRA. so the comparision has been made with thE PSU and very few company keeping professionals at bay. today is the world of professional executives/administrator. it have its effect in Armed forces/Paramillitary also. this report also show that the blood of paramillitary is very cheep as compared to Army etc....who will fight the naxal problem and counter insurgency as well as low intesity conflicts..... the para millitary and CPOs. UPA wake up Pl. still time is there.

LTC : There is injustic for the employees who is serving in the same city in which their office is located. The frequency of LTC for them once in a four year and the employees who are having a long native place has got more LTC attempts. Why this injustic ? Actually LTC should be in a block of 2 years only.
