ICJ opens hearing over Bolivia's Pacific Ocean access claim
Hearing opens to determine whether the International Court of Justice (ICJ) has jurisdiction to rule in a case between landlocked Bolivia, which has dragged Chile before the UN's highest court in an effort to get access to the Pacific Ocean.
