According to the guidelines of Lyngdoh commission appointed by the Supreme Court the candidate cannot spend more than Rs. 5,000 in election campaign. The candidate should not have academic arrears and the candidate should also fulfil the requirement of 75% attendance of the classes. Candidate also should not have criminal record. Apart from this age bar on contesting elections has also been fixed.
These guidelines have culminated into the disqualifications of various candidates of all parties for contesting university polls. Worst affected is ABVP whose three candidates including Vikas Dahiya contesting for President, secretary and joint secretary have been declared disqualified. New rules affected NSUI too whose one candidate has been barred from elections due to shortage of attendance.
Around 10 nominees have been disqualified due to implementation of the recommendations of Lyngdoh commission.
Dahiya who filed petition challenging the new rules was disqualified when Delhi High Court vacated the stay on the clause of the model code of conduct which said that the candidates having academic arrears can not contest.
Some candidates object to the 75% attendance citing that only 66% attendance is required for appearing in exams. But High Court has ruled that 75 percent rule is non-negotiable. Following which one candidate from NSUI Rinku Tanwar, two candidates from United Students were disqualified for shortage of attendance.
Bidhuri nomination was rejected due to over age.
ABVP has replaced its candidates. New faces are Abhishek Tandon, Renu and Manvendra Singh.
ABVP presidential candidate is not at rest and has filed a revision petition before High Court against his disqualification on the basis that he is not a case of academic arrears but of re-admission.
