The report concluded that CIA never developed a strategy to combat Al- Qaeda bomb attack which led to the collapse of World Trade Centre and loss of many lives which left America bleeding.
"The agency and its officers did not discharge their responsibilities in a satisfactory manner," the CIA inspector general mentioned in the report.
The report said "They did not always work effectively and cooperatively”.
Former Director of CIA George Tenet rejected the report as ‘flat wrong’. He had resigned after the attack and received higher Civilian Award of America.
CIA director Mathew Hayden said, "I thought the release of this report would distract officers serving their country on the front lines of a global conflict”. "It will, at a minimum, consume time and attention revisiting ground that is already well plowed."
This report by the CIA's inspector general says that 50 to 60 CIA officers know that two of the Sept 11 hijackers were in America but nobody informed the FBI.
While the top agency has asked to take disciplinary action against Tenet and other CIA member which Mathew Hayden, CIA director and his predecessor Porter Gross have declined. But many renewed their voices against CIA’s decision of not taking any disciplinary action against them.
The report cited, “failures to implement and manage important processes, to follow through with operations, and to properly share and analyze critical data."
The report said that top CIA officers did not discharge their responsibilities in a satisfactory manner and it described a "systemic breakdown" in a watch list for tracking terrorism suspects who seek to enter the US.
The report which was guarded till now has been made public, and is creating lots of storm. It was made public under a legislation passed by congress.
