July 24: A Division Bench of Punjab and Haryana High Court was constituted in emergency on the orders of chief justice V K Jain last night to prevent the bizarre order passed by high court judge Umanath Singh to admit a lawyer Tahar Singh into mental asylum in Agra.

A delegation of advocates along with the president and secretary of high court bar met the chief justice to draw his attention to anti-judicial order passed by high court judge to ventilate personal grudge.

There was anger in the judicial community against such unprecedented order which resulted in stay of the previous order. Community said that the order has been passed because of Tahar Singh’s involvement in the campaign for the meeting of the association to probe the conduct of High Court judges. Bar association also decided to boycott Justice Singh.

Judge Umanath Singh taking a suo-moto notice of a FIR filed by Tahar Singh’s wife complaining of matrimonial cruelty and criminal intimidation ordered CBI to take Tahar Singh into custody and admit him into a mental asylum in Agra and also use modern devices to probe his alleged link with anti-social elements. Judge termed him as the worst case of mental disorder.

He also cast a light on his conduct in bar saying that he is a nuisance to the place wherever he goes.

Last night division bench stayed the implementation of justice Singh’s order to the extent that he will not be admitted to the mental hospital in Agra and ordered CBI to set him free immediately if not required for investigation. Court gave the alternative of his custody to advocate R. S. Cheema to keep him away from his house.

The court also directed SSP and CBI officials to be present in court.
