The date of completion of Phase II of MAP has been fixed by 31 March 2012. The Project will help the Ministry of Defence to achieve its objective of providing married accommodation to the defence services and thus would be a major moral fillip to a large number of jawans and officers by enabling them to stay with their families.
This would reduce the jawans' stress level as has been pointed out at several occasions, particularly when the suicide incidents comes into light or when we hear the incidents of killing officer by the jawan out of frustration.
All work under the Phase II of the Project will be executed through open competitive bidding to make the process fair and transparent.
The three Cabinet committees on Security (CCS) such as Apex Steering Committee (ASC), Vice Chief Committee (VCC), and Command Committee (CC) have been set up initially during Phase I for speedy decision making will continue in the Phase II.
The sanction of project has been divided into these three committees whereas Rs 50 crores have been vested with the ASC, Rs 20-50 crores to VCC, and the projects below value of Rs 20 crores will be sanctioned by the third CC committee.
Earlier in September 2001, the Cabinet had approved in-principle the programme of construction of three lakhs houses, which are expected to be completed by the end of this year.
Under Phase I, a total of 58,164 dwellings have to be completed, of which 47,656 belongs to Army, 2,687 for the Navy, and 7,805 dwellings will have to take over by Air Force.
A total of 36,423 dwelling units will be constructed under Phase III, and 34,073 under Phase IV.
Thus, total of approx 2 lacs dwelling units have been slated for construction in four phases.
