Silent protest brings pre-schedule adjournment of House

The controversy arisen from referring unruly MPs name to the Parliamentary Privileges Committees for disorderly conduct in the House ends with Speaker Somnath Chatterjee's withdrawal from the move with a reminder that defiance of the Chair does not help the smooth running of democracy.


Simultaneously with this merciful decision, the Speaker also adjourned the House sine dine, bringing the budget session to a close- four days ahead of the scheduled period. The session was to come close on May 09.

The decision of adjournment of House reflects his grief developed over the misconduct of MPs. Crisis was resolved but it seems to be imprinted on his mind which propelled him early adjournment of the House.

Raising slogan in loud voice whereas had brought the NDA in trouble, a finger on lips style peaceful protest worked in favour of the NDA.

The silent protest and the assurance of a smooth conduct of the House by the Opposition led the Chatterjee to reconsider over the move. Leaders from the ruling as well as Opposition- Mukherjee and Advani assured the Speaker no disruptions would be carried by any of the party members.

Chatterjee said the Union budget and the Railway budget were passed in the Budget session with the highlight of the Union budget of announcement of a loan waiver worth Rs 60,000 crore for farmers. He said that in this session 20 bills were tabled including most significant Delimitation Bill and Representation of People Act (Amendment) Bill.

But the two most awaited and controversial bill: Indo-US nuclear deal and the Women Reservation Bill could not tabled in the Parliaments owing to pre-adjournment of the House.

He also reminded that Oppositions’ unmindful conduct disrupted proceedings of the House several times. He reminded the MPs that interruptions and forced adjournments and threatening the authority of the chair did not help our common goal of public welfare and executive accountability.

Before the announcement of the indefinite adjournment of the Lower House, the high drama was played in the Parliaments with the Opposition MPs giving him a silent treatment, protesting his decision to discipline unruly MPs.

The MPs after repeated warning from the Speaker did not stop from sloganeering against the price rise and inflation issue in the House on April 24 resulted into Chatterjee's rare action referring names of as many as 32 MPs to the Privileges Committee of Parliament on Thursday (April 30) for their unruly conduct in the House. All MPs are belonged to the different Opposition parties particularly NDA.

The NDA leaders today had decided to show silent with a finger on lips to the Speaker's decision which was to follow everyday till the current Parliament session closes on May 9. The Samajwadi Party too was protesting saying the MPs had never been subjected to such restrictions.
