NBA submits recommendations to Ministry

Repeated allegation on Media for distorting facts and broadcasting unethical stories eventually led this ‘fourth pillar of democracy’ to think above in terms of raising TRP ranking and be more accountable to the public.


Considering the sting operation sometimes raise issues in a deceitful means around the invasion of privacy, the News Broadcasters’ Association (NBA), the collective body of the News channel broadcasters has submitted at its own a set of self-governing proposals to the Ministry of Information and Broadcasting (MIB) pertaining to ‘Code of Ethics and News Broadcasting Standards and Disputes Redressal mechanism Regulations.

Under the code of ethics of the new proposed regulation, the news channels are required to follow the principle mentioned in the section, which prevents them from broadcasting such news promoting any particular belief, opinion, or desires of any interest group or story related to sex, suicides, superstitions and crime.

With a view to making sensational story, news channels often cross the limit and broadcast news story with such an angle that attacks the fundamental right of the public. The NBA states that while broadcasting any story news channels should keep accuracy and maintain balance in its report, pictures, graphics, and even in captions too so as to thwart setting a tendency of creating pleasure derived from the misfortunes of ones.

The news channels should exercise self-control while broadcasting any report or visuals that keep suffice material to induce or incite viewers.

Outlining self-regulation, the NBA states the channels maintain impartiality and objectivity in reporting rather making it a spicy story. The documents also suggest that news channels, as a public face should prevent crime and violence from glorifying through media in the country.

The clause in the document clearly defines restrictions on portraying sex and nudity on the channels and for depiction of violence against women and children.

Coming to sting and undercover operation the NBA suggests taking it as a last resort to give the viewer comprehensive coverage of any news story and use it as a tool of journalism only if the story serves exclusive larger public interests.

"News channels will not allow sex and sleaze as a means to carry out sting operations, the use of narcotics and psychotropic substances or any act of violence, intimidation, or discrimination as a justifiable means in the recording of any sting operation” and “avoid deliberate alteration of visuals, editing or interposing done with the raw footage in a way that it also alters or misrepresents the truth or presents only a portion of the truth.”

Regarding Disputes Redressal Authority, the document mentions a body of eminent jurist as the chairperson and a majority decision would constitute six other members- three editors from broadcasters and other three experts from various fields

The Authority has included certain punitive measures restricted to a majority decision ranging from warning to censure to proposal to the government for taking actions such as cancellation of licence or fine up to Rs 1,00,000 against any broadcaster who violates the guidelines.

The experts are of the opinion that ball is now in the court of I&B ministry, which has now to act upon the recommendations made by the News Broadcasters’ Association (NBA).
