OBC reservation in centrally funded Medical colleges

After the Supreme Court’s decision to go ahead with the 27 percent reservation for OBC there are lots of happening in the premiere institutes of learning regarding the implementation of the same.


With IITs and IIMs decision to execute the Supreme Court’s verdict in phased manner, Central government-aided medical colleges across the country have decided to implement the OBC quota in two years of time as instructed by the Centre.

The government has announced that medical colleges funded by the Centre will reserve 18 percent of seats for the OBC students while completing the implementation of whole 27 percent by next academic session.

The resolution came in a meeting attended by the Health and Family Welfare Minister Anbumani Ramadoss, top officials of health ministry and medical institutes in which they chalked out a two-year time frame for the complete implementation of OBC reservation minus creamy layer.

The institutes, which will implement the quota, include All India Institute of Medical Sciences (AIIMS), Ram Manohar Lohia Hospital and Lady Hardinge Medical College, the Post Graduate Institute of Medical Education and Research (PGI), Chandigarh, and Jawaharlal Institute of Post-Graduate Medical Education and Research (JIPMER), Pondicherry.

Besides, All-India Institute of Hygiene and Public Health in Kolkata and Vardhman Mahavir Medical College (VMMC) at Safdarjung Hospital will implement the reservation in one go.

While institutes which will implement in phased manner are: the Rajkumari Amrit Kaur College of Nursing, National Institute of Communicable Diseases in (New Delhi), the All-India Institute of Speech and Hearing (Mysore), the All-India Institute of Physical Medicine and Rehabilitation (Mumbai), the Central Institute of Psychiatric Research (Ranchi), the National Institute of Mental Health and Neurosciences (Bangalore), the Regional Institute of Medical Sciences (Imphal) and the Regional Institute of Para-Medical Nursing Sciences (Aizawl).

Reportedly, to address the concern of institutes, Ramadoss has directed institutes under reservation purview to submit a report concerning the requirements of infrastructure to the Expenditure Finance Committee by April 25.

The institute will successively increase the seats to accommodate the students; it is said that AIIMS will increase 27 seats to its 50 MBBS course while 41 seats to the existing 138 seats for the post-graduation courses.

Earlier in 2006, after the government passed the bill to implement 27 percent reservation to OBC in centrally funded institutes, the whole nation was swept by tides of protest by students including the students of AIIMS. The act was challenged in Supreme Court and after remaining in the confinement of apex court by several months the court passed the judgement in favour of government but only after taking out the cream.
