Second budget session resumes; spiralling prices likely to dominate

The second session of budget has been resumed again on April 15 after the 25 days of long gap. But with the beginning of the session, Lok Sabha speaker has adjourned the lower house first till 11:30 am and later for the whole day due to heavy pandemonium over the price rise issue that was as per expectation to be a major matter of concern for the UPA government.

Earlier, the opposition parties as well as the allies were announced to corner the government over the issue of skyrocketing prices, Supreme Court’s verdict over OBC reservation and Women’s Parliament Reservation Bill. But the matter of Spiralling prices is likely to dominate all the issue and seems to halt the proceedings of Parliament several times as both the supports as well as opponent had already threatened to hubbub over rising prices issue.

However, Parliamentary Affairs Minister Vayalar Ravi has assured to all Members of Parliament to discuss the matter significantly in both the houses to solve the problem and to explain government’s move about those topics. He was speaking on April 14, a day before of resuming the second phase of budget session in Parliament.

“The government is concerned over the spiralling prices and wants a meaningful discussion,” said Ravi. “I appeal to the opposition to be calm." he added.

On the other hand, the opposition of the government led by Bhartiya Janta Party had indicated that Party would corner the government on several issues include price surging, OBC reservation, Women Parliamentary Reservation Bill and forthcoming assembly election in Karnataka that is scheduled to next month.

Leader of Opposition in the Lok Sabha, Lal Krishna Advani said, "Economic Development of a country is not judged by the number of billionaires, but from the condition of poor, backwards and dalits (SCs/STs)".

While the deputy leader of the opposition, V K Malhotra said, “If the government did not relent on a special discussion on the issue, it would stall the proceedings.”

The opposition is not only the headache for the UPA government especially congress party but the coalition parties in the government might be bigger cause of worries as Samajwadi Party (SP) and Left allies that support the government have announced to pinch government over rising price and OBC quota issues.

Samajwadi Party has planed to bring an adjournment motion on spiralling prices of essential commodities on the very first day while Left parties has announced to march inside the parliament. Whereas the coalition parties inside the government including DMK, RJD, PMK and LJP were not pleased with SC’s verdict to exclude the creamy layer from OBC quota and can be volatile in the parliament over this issue.

Senior SP leader Mohan Singh said, “His party will be aggressive on the issue in Parliament from day one with inflation reaching a 41-month high.”

While CPI(M) Politburo member Sitaram Yechury has threatened the government to call a nationwide agitation with United National Progressive Alliances from April 16 to 23 to pressurise government to bring down the prices of essential commodities.

The matter of price hike is likely to be a major obstacle for the congress and it can also be dangerous for the allies in the forthcoming election if government could not curb the skyrocketing prices in essential commodities, as per Yechury cited.

“The entire trajectory of the eight per cent plus economic growth would collapse unless the UPA government reined in inflation and controlled prices which made the life of common people miserable.” he said.

On the issue of marching inside the Parliament in which all the members of left allies would jointly march to Parliament in a procession against price rise on Tuesday, Yechry said, “We have no other option. It is a part of the nationwide agitation to pressure the UPA government to take effective measures to bring down prices of essential commodities and contain inflation."

The left parties are also demanding the government to bring the Women’s reservation bill in which women will get the 33 percent of quota in Lok Sabha and State Assemblies while the other UNPA allies would ask a special period to discuss the OBC quota in the current session.

According to latest Wholesale Price Index (WPI), ‘the inflation rate has reached to its three year’s high 7.41% while the essential food product has been up to two to three times costly.

The second session is scheduled to conclude on May 09 and in this session the cabinet would approve the central budget, Railway budget that was presented in the first budget session that was concluded on March 20.
