The two-day second Regional Conference formed by some of the South Asian countries for the ‘Management of Social Transformation’ will be commenced at Vigyan Bhawan here on March 05 under the theme of ‘Transparency, Right to Information and Social Development.’
Based on the part of UNESCO’s programme, the meeting will be attended by the Ministers of Social Development (MSD) of South Asian countries and members of the South Asian Association for Regional Cooperation (SAARC) countries.
The Regional conference co-organised by the Ministry of Human Resource Development and the Indian National Commission for cooperation with UNESCO will be chaired by the Human Resource Development Minister, Arjun singh.
Launching
The forum of Ministers of Social Development from South Asia was initiated in 2006 in Bhurban, Pakistan. The Delhi conference is third in the series of four such programmes. The fourth conference was established last year in the Arab region.
Purpose
The aim of organising such a conference is to boost up the relationship between the research and policy-making communities by propping up regional cooperation and mutual experiences and practices on national policies.
Programme
Under the theme of ‘Transparency, Right to Information and Social Development,’ the participant members will discuss the social science research policy linkage and also they will try to seek the contribution that social sciences can provide to the policy-making process.
India will share her experience on the Right to Information Act (RTI 2005), which recognises the right of every citizen to access information and also the obligation of the Indian government attached with the law, which is bound to provide information to the applicant. Besides, participated members, Ministers, MPs, Scholars, and representatives of UN Agencies and civil society will also share their experiences and views.
The open session will be chaired by three panellists namely Wajahat Habibullah, CIC, Aruna Roy, a renowned political and social activist and Shekhar Singh, founder member of National Campaign for People’s Right to Information.

The Ministerial as well as Experts’ presentation will be comprised on various topics under the following four sessions:
Transparency, Right to Information and Social Development; Introduction to Social Science Research-Policy Linkage; From Research to Policy: Itinerary of an Indian Legislation, the Right to Information Act; and, Regional Forum of Ministers of Social Development: The Way Forward
Field visit: Bhagidari Project
The members would also be taken on a field visit to have experience of the Bhagidari Projects kicked off by the Government of National Capital Territory of Delhi under “Citizenship-Government” Partnership by the Munirka Vihar Welfare Association, New Delhi.
