LS Speaker teaches lesson on parliamentary code

The 14th Speaker of the Lok Sabha Somnath Chatterjee’s dejection continues over the ongoing parliament procedures and the careless attitude of the legislators while speaking at the valedictory session of the three-day Sansadiya Gyan Shivir organised by the Gujarat Vidhan Sabha on Sunday.

While expressing his disgruntle ness over the lack of augmenting “lack of seriousness” among the politicians, he called upon the policy-makers representing different states to develop some characteristics essential for a legislators especially when he attends the parliamentary session such as good listening skills and his specialisation on a few subjects of choice.

The Speaker insisted on the legislators to stand on the trust bestowed upon them by the electorates, which naturally becomes his or her moral responsibility.

While teaching lessons to the legislators on how to perform in Parliament and come stand on the expectation of electorates, Somnath Chatterjee at the same time also showered his anger over the increasing trend of other organs’ interfering on the plea of non-functioning or improper functioning of the legislatures.

Today Parliament is confronting extremely hard with the crisis of credibility before the democratic institutions, and grimly said this weakness was being used by other organs of the democratic set up to encroach the Legislative organ.

Every organ has its own duty and functioning provided by the constitution and should escape from encroaching into other’s area of jurisdiction, and when this Lakshman Rekha is violated, it creates imbalance in our constitutional set up and principle of separation of powers.

The frequent adjournment of the House and disorderly attitude of the parliamentarians gives off-putting impression in the minds of commoners. Chatterjee said this attitude and unruly behaviour could be disastrous for our democratic set up, as it only enhances cynicism among people more particularly among the youth about the utility of the system of governance.

Today parliamentary proceedings have been viewed not only in entire nation, but also globally and more significantly common people’s interest has been enhanced considerably over the few years. The unruly behaviour of the legislators gives negative impressions on the minds of people not only in the country, but also it makes mockery of our democratic functioning worldwide.

''I find that the growing confrontational politics takes the upper hand, often provoking a demand for the postponement of the Question Hour, to raise issues which could very well be raised late in the day without sacrificing the question hour,'' said the Speaker desolately.

Controversies surrounding Chatterjee

For his forthright speech, the Lok Sabha Speaker Somnath Chatterjee was caught in controversies in 2005 over his statement on the Supreme Court orders related to the vote of confidence in the Jharkhand Assembly. He stated the Supreme Court was encroaching on the domain of the Legislatures by unnecessarily issuing orders on the proceedings of the Jharkhand Assembly.
