Effort to make 'Right to Education' a fundamental one
Union government is making a concerted effort to make ‘Right to Education’ a fundamental right guaranteed by the constitution and the Centre has committed to push the bill for an amendment in this regard.
If this can be achieved then the state has to ensure quality elementary, secondary and university level education of every citizen in the country and certainly would be a great move in the spread of education.
As schooling and elementary education plays a significant role in the form of society, the government had earlier through its Sarva Sikshya Abhiyan (SSA) scheme made free and universal education to all children in the age group 6-14.
As part of this SSA scheme, emphasize has been given to cover the remotest rural areas of every district by opening new schools and better infrastructural development as policy initiative to achieve universal elementary education.
However to further streamline the education process and make average people aware of the education, education as a fundamental right is believed to act in right direction. It would further help the nation to meet the challenge of achieving the goal of education.
The issue to make right to education legally enforceable as a fundamental right was mentioned by the Secretary in Human Resource Development Ministry Arun Kumar Rath while addressing the 4th convocation of the North Orissa University on Saturday.
Highest priority was being given to quality education at elementary, secondary and university level in the 11th Five-Year Plan, Rath said.
Earlier 86th amendment act in 2002 has made elementary education as fundamental right under ‘Right to life and personal liberty’. If this becomes a reality, the centre will achieve an important goal of ensuring education to all by making elementary, secondary and university level education as fundamental one.
