Easy to reach from New Delhi railway station to IGI: DMRC

The consortium jointly led by the Reliance Energy Limited and Spanish railway-manufacturing firm, CAF won the bid for constructing and operating the Delhi Metro Rail stretch of 22.7 km connecting the Indira Gandhi International Airport, IGI to New Delhi railway station and Sector- 21 Dwarka.

The Rs 4000 crore estimated project is under the public-private partnership programme and we have issued the letter of acceptance to REL-led consortium to appoint them as concessioners," a Delhi Metro Rail Corporation (DMRC) official said.

A joint venture, Delhi International Airport Limited (DIAL) formed by a conglomeration led by the GM Rao promoted GMR Group and Airports Authority of India (AAI) is currently involved in developing the IGI airport. In which 10% of the cost for building the metro link would be paid by GMR group.

To be built along lines of the links at Heathrow (London) and Hong Kong,the stretch for the country’s first high speed Metro train is expected to be come into operation not earlier by July 2010. The government hopes to complete the project before the starting of the 2010 Common Wealth games to be held in Delhi. It will reduce travel time between IGI airport and Ajmeri Gate to a mere 15 minutes.

For the purpose of discouraging the metro joy riders, DMRC has proposed a flat Rs-100 ticket fare on this stretch route.

“With the Dwarka link also being cleared, the airport will now be accessible to more people,” DMRC spokesperson Anuj Dayal said. On asking how much time it would consume to travel between IGI airport and Dwarka Sector-21, he said, “only four minutes.”

While the DMRC would bear roughly half of the total cost of project, the consortium would pay Rs 51 crore in the first year for running the operation. After completion of one year, it would pay an additional five percent per annum on a compounded basis for the remaining period of the contract.

For the first 15 years after the operation of the metro rail, the consortium would share 1 to 5 percent of gross revenue and afterwards its shares would enhanced at 5 percent of the total revenues, said a DMRC spokesperson.

The consortium comprising its maintenance would do all the development works, said a REL spokesperson. It will also install all systems comprising rolling stock, overhead electrification, track, signaling and telecommunication, ventilation and air-conditioning, automatic fare collection, baggage check-in and handling, depot and other facilities. While the civil work for the project will come under the ambit of DMRC.

“The DMRC will only design and construct the basic civil structure and hand it over to the consortium,” Dayal said.

The stretch will have six station- New Delhi station, Shivaji Stadium, Dhaula Kuan, NH-8, IGI airport, and Dwarka- in its way from New Delhi railway station to Dwarka.

Last week the Group of Ministers (GoM) had sanctioned an additional 3.5 km stretch from Sector-21 Dwarka to the IGI airport.
