Pradhan Mantri Kaushal Vikas Yojana (PMKVY)

Minister of State (Independent Charge) for Skill Development & Entrepreneurship Shri Rajiv Pratap Rudy has said that the objectives of the PMKVY are:

  • Enable and mobilize a large number of Indian youth to take up skill training and become employable and earn their livelihood.
  • Increase productivity of the existing workforce and align the training and certificate to the needs of the country.
  • Encourage standardization in the certification process and initiate a process of creating a registry of skills.
  • Provide Monetary Awards for Skill Certification to boost employability and productivity of youth by incentivizing them for skill trainings.

In a written reply in the Rajya Sabha today Shri Rudy said, as on 22nd July, 2015 the 25 participating SSCs enrolled 2.12 lakh candidates and have already affiliated more than 712 trainings partners and approved 5,176 training centres. The candidates have been enrolled for 201 job roles in 29 states and 4 Union Territories.

He said, the scheme targets to benefit 24 lakh persons with training of 14 lakh fresh entrants and certification of 10 lakh persons under Recognition of Prior Learning (RPL). The total outlay of PMKVY is Rs.1500 crore. Under PMKVY funds are not released to States but to the National Skill development Corporation which is the implementing agency for PMKVY. So far, Rs. 435 crore have been released to National Skill Development Corporation (NSDC) for the scheme.

The Minister said, there are guidelines for affiliation of Training providers seeking participation in PMKVY. Training providers are evaluated through a pre-screening process according to an affiliation protocol prepared by National Skill Development corporation/Sector Skill Councils. Affiliating of Training providers will be for specific job roles. Training Partners must abide by all regulations of NSDC and SSCs as per the process manual.

Shri Rudy said, PMKVY aims to train various categories of people including drop-outs and labourers. The job roles identified by SSCs for Level 1 to Level 4 aim to focus on class 10 and 12 drop-out students, especially in the unorganised sectors like Construction, Beauty & Wellness etc.. Moreover, RPL (Recognition of Prior Learning) enables assessment of the employed workforce by mapping their existing competency against the industry validated job roles. The PMKVY is being implemented across the country including Chhattisgarh and Uttar Pradesh. State wise statement of persons enrolled up to 22nd July, 2015 is give below:
