BJP leaders challenge Delhi Government for public debate on the issue funds to the Corporation

New Delhi, 26th October: In a joint Press Conference BJP Delhi Pradesh President Shri Satish Upadhyay and the Mayors of all the three Corporations Shri Subhash Arya, Shri Ravinder Gupta and Shri Harsh Malhotra today said that the Kejriwal Government is trying to paralyze the services of the Corporations for its political gain due to which the people of Delhi will have to suffer.

Shri Upadhyay and all the three Mayors have challenged Delhi Government that it should publicly debate with the Mayors of Municipal Corporations and public representative so that the people may be able to know that the Kejriwal Government is also playing the politics of paralyzing the services of Municipal Corporations by withholding the funds due to the Municipal Corporations like the previous Congress Government.

Pradesh President Shri Satish Upadhyay has said that violating its constitutional obligation the Kejriwal Government is not providing necessary funds to the Municipal Corporations. In spite of all the difficulties the Municipal Corporations are providing basic services like sanitation, primary education and health services to the people of Delhi.

He said that it is strange that due to game of political arithmetic the Chief Minister of Delhi Shri Arvind Kejriwal in a letter written to the Lt. Governor admits the financial difficulties of the Municipal Corporations and request him to direct the DDA to pay property tax to the Municipal Corporations but he speaks nothing about the property tax dues to be paid by the Delhi Government Departments like Delhi TRANSCO, Metro Rail, DJB, Power Discoms, DTC, VAT Department etc.

Shri Upadhyay further said that it would be better if Chief Minister Arvind Kejriwal in place of playing petty politics orders payment of dues to the Municipal Corporations in the interest in the people of Delhi and tables the report of the Forth Finance Commission in the next assembly session besides allocating funds accordingly.

All the three Mayors presented before the media persons the details of the dues to be paid by Delhi Government to the Municipal Corporations and said that the Corporations are fully trying to recover property tax which is the main source of income. In comparison with the last year there has been increase in the collection of property tax in the first 6 months and besides this the three Municipal Corporations are also implementing Municipal Reforms speedily but the Kejriwal Government is discriminating with the Municipal Corporations due to which the services are sometimes adversely affected. Kejriwal Government has played politics on the issue of the strike of sanitation employees in the past and even today he is doing the same thing.

East Delhi Municipal Corporation Shri Harsh Malhotra said that at the time of trifurcation of the MCD in the year 2012, it was well known that the financial condition of East Delhi Municipal Corporation was very weak. Hence, at the time of trifurcation it was decided to pay 400 crore rupees for the payment of salaries 200 crore rupees for the contractors and waiver of loan also. But this decision has not been implemented as yet. Similarly, Delhi TRANSCO has to pay 161 crore rupees, Power Discoms 30 crore rupees, DJB 25 crore rupees and Delhi Metro 18 crore rupees to the East Delhi Municipal Corporation.

EDMC has worked promptly to implement the Municipal reforms despite facing difficulties but Municipal Reform Fund has not been paid by Delhi Government to the East Delhi Municipal Corporation and about 300 crore rupees are due on this account besides this there is also dues of 76.56 crore rupees as grant by the Delhi Government.

North Delhi Municipal Corporation Mayor Shri Ravinder Gupta has said that on the one hand we are providing sanitation, primary health and primary education services through our Corporation and on the other we are also serving the people of Delhi through our big hospitals like Bada Hindu Rao Hospital and Kasturba Gandhi Hospital. NDMC has also worked promptly to implement Municipal reforms and made many services online. We are also committed for the improvement of our services. He said that North Corporation has not been paid the fund of Municipal reforms since, 2012 which amounts to about 372 Crore rupees. Power Discoms have also to pay 600 crore rupees. Compensation of Rs. 476 crore rupees resulting in loss due to unit area system has also to be paid by the Delhi Government. Dues on account of education grant is about 158 crore rupees and dues of about 269 crore rupees has to be paid by the DJB. The power discoms in which Delhi Government is an equal partner has also to pay 36 crore rupees as property tax which has been disputed in the court to delay the payment.

South Delhi Municipal Corporation Mayor Shri Subhash Arya said that this Corporation is trying to provide better public services to the people of Delhi with the help of its own resources but due to the failure of Delhi Government to provide financial resources the services have been adversely affected. SDMC has to recover 33 crore rupees from the Delhi TRANSCO, 51 crore rupees from Power Discoms, 9.57 crore rupees from DJB as the property tax. In addition, the grant of 250 crore rupees for the year 2014-15, Rs. 570 crores of Municipal Reform Funds and 800 crore rupees as property tax are the dues to be paid by Delhi Government.

Shri Arya further said that the report of Forth Finance Commission is pending since 2013 and after its implementation w.e.f. 2013, SDMC will have to be paid about 2700 crore rupees, NDMC also 2700 crore rupees and EDMC will have to be paid 3000 crore rupees additionally by the Delhi Government.

All the three Mayors have said that if the Delhi Government wants to make Delhi as a capital of international level then it should strengthen the economical position of the Municipal Corporations so that besides providing basic amenities like sanitation, education, health they can help in making Delhi green and pollution free city.
