FYUP row, DU VC and the UGC chairman both must step down: AAP

The Delhi University Vice-Chancellor has been rightly forced to roll back his ill-thought and unjustified decision of implementing the Four Year Undergraduate Programme (FYUP).

The entire fiasco surrounding the FYUP has raised very serious questions about the functioning of the DU authorities and the University Grants Commission (UGC) officials, both of whom have severely undermined their autonomy and shown themselves to be vulnerable to political pressure.The entire episode has also shown the two successive governments – the Congress-led UPA and the current BJP-led NDA governments – in poor light.

The Aam Aadmi Party is shocked at the manner in which these two governments have wreaked havoc on the higher education by their callous handling of the FYUP issue. The AAP reiterates that the DU VC and the UGC chairman both must step down from their positions to prevent any further deterioration in these institutions. The VC, Professor Dinesh Singh cannot remain silent and must answer the question as to why and under whose pressure he overlooked the opinion of all the stakeholders including the teaching and student communities, when he imposed the FYUP last year.

Is it not fact that the The FYUP was introduced through dubious and devious means, in compliance with the wishes of the then HRD Minister, Mr Kapil Sibal ? The VC and a small coterie around him violated the norms and conventions of the University so as to push through a drastic changewithout due consultation and deliberation.

It is equally shocking that the UGC which was in favour of the FYUP till the first week of this month and shielded DU authorities by turning a blind eye to the multiple violations of the UGC Act and its Regulations and the National Policy on Education suddenly turned against it. Is it not a fact that the UGC supported the FYUP till the UPA government wanted it and turned against as soon as the regime at the centre changed?

Is not a fact that the same set of bureaucrats and UGC officials who have now reversed FYUP, had blindly supported the earlier decisionat the command of the then government disregarding the interests of the students?
