Multi-Sectoral Development Programme to be revamped: K Rahman Khan

New Delhi, June 5 (ANI): Union Minister for Minority Affairs K. Rahman Khan has said that Multi-Sectoral Development Programme (Ms-DP) is being revamped to avoid duplication of programmes.

Referring to duplication of programmes like Indira Awaas Yojna (IAY) and Integrated Child Development Schemes (ICDS), he said that the Ministry of Minority Affairs' stress would be on education, skill development and health.

"Now the housing and child development concerns will be taken care through consistent persuasion and monitoring of the flagship programmes being implemented by other Ministries," he added.

The Union Minister for Minority Affairs was interacting with media here today after the proposal of Ministry of Minority Affairs for Restructuring of Multi-sectoral Development Programme (Ms-DP) for its implementation during 12th Five Year Plan has been approved by CCEA yesterday.

Briefing the media, K. Rahman Khan said that restructuring was necessitated in view of changed parameters as per data of Census-2011.

He said the restructuring would sharpen the focus of programme on minority concentration areas.

The programme would be able to address the development issues of the minorities in more effective way as it would be expanded to other deserving areas including towns/cities.

Speaking of inclusion of six new States and 106 new Districts and shifting the unit of implementation to Block from District, he informed that facilitators will be appointed in each block for smooth and faster implementation of projects.

K. Rahman Khan also assured to launch a helpline soon to receive grievances of minority communites.

The modifications approved in the programme include:

1. The unit of planning for implementation of Ms-DP has been changed to Block instead of District at present to sharpen the focus on minorities.

2. Further, the programme would be extended to cover other deserving areas like towns/cities also. The cluster of minority concentration villages would also be covered by the programme.

3. Constitution of Block Level Committee would be done to ensure grass root planning and involvement of members of Panchayati Raj Institutions in a bigger way. Block Level Committee would prepare the plan for the Block and also monitor the implementation of the programme at their level.

4. Delegation of powers to approve projects to States to expedite the approval process.

Total outlay of Rs. 5775 crore has been allocated for this programme for the 12th Five Year Plan. The Ministry of Minority Affairs intends to spend Rs.1250 crore on Area Development during 2013-14.

After restructuring, the Ms-DP would be implemented in 710 identified Minority Concentration Blocks (MCBs) and 66 Towns/Cities falling in 196 districts of 26 States/UTs of the Country against 90 Minority Concentrations Districts (MCDs) at present in 20 States. Now six more States namely Andhra Pradesh, Chhattisgarh, Gujarat, Punjab, Rajasthan and Tripura will also be covered. Also, 165 blocks and 66 towns/cities would come under the fold of this programme for the first time. In addition to these blocks and towns, it would be implemented in identified clusters of villages outside the MCBs which would be identified by the State Governments.

The Multi-sectoral Development Programme (MsDP), an area development programme is a Centrally Sponsored flagship Scheme launched in the 2008-09 in the 90 identified Minority Concentrations Districts (MCDs) falling in 20 States/UTs. The programme aims to address development deficit in MCDs by creating socio-economic infrastructure and providing basic amenities. The restructuring has been done to make the programme more effective and focused for the upliftment of the minorities.

During 11th Five Year Plan, approval to plans/projects for Rs. 3733.90 crore (99 percent of allocation) have been given and Rs. 2935.93 crore have been released to the States/UTs. The programme has been continued in the year 2012-13. Projects worth Rs.1109.74. crore have been approved and Rs.646.42 crore has been released during 2012-13.

So far, 698 school building, 15609 additional classrooms, 29480 Anganwadi Centres, 3.15 lakh houses on IAY pattern, 2383 Health Centres, 113 ITIs and 44 polytechnics etc. have sanctioned under Ms-DP. (ANI)
