New Delhi, Mar. 5 (ANI): The Congress-led UPA Government, which plans to come up with a new surrender policy for Maoist cadres, will install 2200 mobile towers at a cost of Rs 3,000 crore in Naxal-affected states.
The latest development in this regard comes following a meeting of chief secretaries and Director Generals of Police (DGPs) of nine Naxal violence-affected states convened by the Union Home Ministry. Union Home Secretary R.K. Singh chaired the meeting that took place at North Block here on Monday.
According to sources, it was decided in the meeting to formulate a plan to begin installing the mobile towers by the end of this month, and make them operational by the end of 2013.
As per the new surrender policy expected to be made operational from April 1, a senior Naxal cadre will receive an aid of Rs. 2.5 lakh as one-time surrender payment and a stipend of Rs 3,000 for three years to start self employment venture from the Centre under the Security Related Expenditure (SRE) scheme. A junior Naxal cadre will receive an aid of Rs. 1.5 lakh under the new surrender policy.
Under this new scheme, which has been granted sanction by the Ministry of Finance, the surrender of weapons will range from a compensation of Rs. 5,000 to Rs. 30,000, from weapons of larger sophistication to smaller ones.
A committee headed by an Inspector General (IG) of state police will formulate the modalities with regard to this scheme.
In an endeavour to attract the youth and others to the mainstream of the society, the Ministry of Home Affairs has also decided to enhance the grant envisaged under the community-policing scheme from Rs. five lakh to Rs. ten lakh in order to conduct community programs and sporting tournaments.
It was decided in the meeting to construct eight bridges in the Left Wing Extremism-hit states in order to ensure better connectivity for transport of men material to various locations. The construction of these bridges will be carried out under the security cover of the central police forces.
The recent incident of placing a bomb in a dead CRPF jawan's abdomen in Jharkhand's Latehar District and the measures to counter such instances was also discussed in yesterday's meeting. (ANI)
