Synergy key to defence modernisation, indigenisation: J.J. Singh

Secunderabad, Dec.16 (ANI): Arunachal Pradesh Governor and former chief of army staff General (retired) J.J.Singh said that defence modernisation and indigenisation is possible only if there is a synergy between the government, DPSUs and private industries.

Delivering a valedictory address on the second and final day of the College of Defence Management (CDM)-Indian School of Business (ISB) joint seminar that was held here on Saturday, General (retired) Singh said defence indigenisation is possible only if private industries participate.

Stating that the Indian defence industrial base is surely to increase, he said private industries should take calculated risks in investment.

He also suggested at the seminar that dwelled on the theme "Building Capability through Self Reliance in Defence Production" that defence exports should be permitted which would provide the necessary relief for the private industries for the investment that they have made.

As an out-of-the-box thinking, General (retired) Singh suggested that a competition should be conducted between IITs (Indian Institutes of Technologies) for bright technical ideas that could be incorporated in defence production and the best idea should thereafter be funded for development and subsequent production.

He congratulated CDM and ISB for organizing this seminar and hoped that the suggestions and outcomes of the seminar would attract policy makers and government for incorporation in Defence Procurement Procedure (DPP) which is under periodic review.

This, he said, would further refine the DPP and strengthen our national security.

Earlier, there was an inaugural session with three speakers speaking on various issues pertaining to defence acquisition, DRDO (Defence Research and Development Organisation) and OFB (Ordnance Factories Board).

Dr. S.B. Agnihotri, Director General Acquisition, Ministry of Defence spoke about the offset policy and emphasized the need for Indian capacity to develop the Indian base to maximize defence production both by the government and the prrivate sector.

H.S. Chaudhary, Member, OFB, spoke on the status and experience of transfer of technology in OFB.

Lt. Gen. (retired) J.P. Singh, Consultant DRDO said that DRDO is a technology facilitator and not a production agency. He urged the need for certain organisational changes in various organizations and interface between the government, PSUs and private industries which would expedite the Defence production and procurement.

In the final plenary session, speakers discussed on the topic of defence offset guidelines.

Dr. S.N. Mishra brought out the success of reverse engineering in the Department of Atomic Energy. He further added that the transfer of critical technology is possible only through strategic relations/alliance and not through commercial procurements.

Dr Laxman Kumar Behera, Research Fellow from Institute for Defence Studies and Analysis (IDSA) spoke on the issues of self-reliance in the defence industry.

Commodore (retired) Mukesh Bhargava, Vice President, Larsen and Toubro spoke on the opportunities and challenges in the new guidelines of defence offsets.

Dr. Chandan Chaudhary, Managing Director of Dassault Systems, spoke on effective transfer of technology through secured collaboration. (ANI)
