Civil rights team begins fact-finding mission in Maoist-affected Jharkhand, Bihar

Gaya, Oct. 31 (ANI): A team of Coordination of Democratic Rights Organisations (CDRO), a civil liberties group, has begun a three-day fact-finding mission in Jharkhand and Bihar, with an aim to get a first hand account from villagers who claim to have been victims of the ongoing fight between the security forces and rebels.

The team, comprising of 14 members, and headed by Gautam Navlakha of Peoples Union for Democratic Rights (PUDR), began their mission on October 30.

Navlakha said after receiving complaints about innocent villagers being targeted by security forces and the extremists during security operations, the civil liberties group decided to take stock of the situation and find the real picture.

"This is our third fact-finding mission this year in Jharkhand and in the border regions of Bihar, where Operation Green Hunt was carried out. So, we wanted to find the real picture of the reports that were coming to light during at that time and get the first hand account of the situation," said Navlakha.

The latest series of attacks by ultras, including repeated strikes and ambushes targeting security personnel deployed in the insurgency-affected areas, has led to fears that security forces are ill prepared to deal with the threat.

But, recent crackdowns on rebel-dominated areas across India had raised hopes that the government was winning the battle against the Maoists whom Prime Minister Manmohan Singh had described as India's biggest internal security threat.

Navlakha said they were receiving complaints that the villagers were falling prey during the fights and gun-battles between the paramilitary forces and armed Maoists.

"We are enquiring into complaints that were published in the newspaper or we received by the People's Union for Civil Liberties unit of Jharkhand. We are investigating those complaints. These incidents have already occurred and we are trying to find the real picture about the victims during those operations or the innocents who were framed in false cases or who have been killed or whose houses were destroyed," said Navlakha.

Since few years, the rebels have stepped up their efforts against the government, targeting and damaging democratic and civil institutions of the nation, such as schools, medical centres and government property.

The government has offered peace talks to the Maoists on condition the rebels abjure violence. The Maoists say they want the government offensive to stop first.

Over the past couple of decades, the Maoists ha significantly made their presence felt among the tribals in states of central Chhattisgarh state and eastern states such as Bihar, West Bengal and Odisha.

Stating that the Naxals are the worst violators of human rights, the then federal Home (interior) Minister Palaniappan Chidambaram had said that the people at large need to understand that the rebels are involved in widespread cases of human rights violation. (ANI)
