Kathmandu, May 4 (Xinhua-ANI): In fresh effort to resolve the political stigma prevailing in Nepal, leaders and political parties reached yet another agreement late Thursday night.
As the deadline of Constituent Assembly is only 25 days away, leaders and political parties are working extremely hard to create a sense of prospect among the people that the constitution will be drafted as scheduled.
On Thursday evening, leaders and political parties, including Nepali Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), Unified Communist Party of Nepal Maoists ( UCPN-M) and United Madhesi Democratic Forum (UMDF) signed a five- point agreement to form a national consensus government.
Under the agreement, Prime Minister Babu Ram Bhattarai would still remain the prime minister and only his cabinet would be reshuffled. Late Thursday night, all the ministers from the Bhattarai's jumbo cabinet resigned, saying they are paving the way for the formation of a national consensus government. The cabinet, with more than 50 members, was one of the largest in the nation's history.
Prior to the agreement, Prime Minister Bhattarai had been facing strong criticism and mounting pressure for his resignation. NC and CPN-UML had declared to present a Vote of No Confidence to his government.
The other faction of the UCPN-M led by Maoists leader Mohan Baidya had also planned to present the Vote of No Confidence.
However, Bhattarai insisted that he would not resign, arguing that his resignation would leave a vacuum and force the CA would to elect a new prime minister, thus delaying the constitution draft process.
A four-member team was formed late Thursday to prepare a draft of the agreement incorporating issues of constitution and government formation.
According to the seven-point deal signed on November 1 last year, a new national consensus government will be formed within two days of the signing of the new agreement. it also outlines that the new government will have only up to 25 members from NC, CPN-UML, UCPN-M, UMDF and other smaller parties and will focus on drafting of the constitution.
However, the Baidya faction expressed that they will not participate in the new government stating that until and unless Bhattarai resigns himself, there is no point of forming a new government.
Likewise, the political parties have also expressed commitment to reach an understanding on the remaining issues of constitution with three days of the agreement signed. (Xinhua-ANI)
