Mumbai top cops found framing false case against builder

New Delhi, Fri, 28 Dec 2007 NI Wire

Dec 28:  The nexus between police and mafia is not unknown and has been exposed several times in the past. This time the nexus of police has been shifted from mafia to builder. The conspiracy has been exposed hatched by Mumbai’s top police officer against Grant Road builder Rajendra Chaturvedi at the behest of another builder, named Shah.

A state CID investigation has exposed the nexus between a high profile builder Rashmikant Shah and the then additional commissioner of police (west region) Bipin Bihari, which might even lead to the officer being booked.

Kumar Sawant, a sub-inspector from Juhu police station, said that the case against Chaturvedi was fake and he had registered the offence and took action under pressure from the additional police commissioner. He said he had no option but to arrest.

The sub-inspector, one of the four accused policemen, who was then the investigating officer in the case said, “I was given instruction to file a case against Chaturvedi by Bihari.” Further said, now I have decided to come clean and so have turned hostile in the case owing to internal pressure from the department.

Rajendra Chaturvedi of Shreepti builders was arrested earlier in March this year on the charge of trying to kill his business rival Rashmikant Shah. Four sharpshooters namely, Vijay Wadkar, Kasim Qureshi, Aslam Khan, and Nisar Zaffar were arrested just before they were trying to kill Shah outside Hotel Holiday Inn. The police allegedly had recovered a country made revolver and Rs 12.5 lakh from the four assailants. Consequently, Chaturvedi was arrested on the indictment of four.

After spending forty-one days in custody, Chaturvedi was released on bail, as the prosecution failed to prove charges against him as there were several contradictions and discrepancies in the case.

The Home department then transferred the case to the state CID for through probe and go into the root of the case.

The investigation carried out by the CID establishes that entire operation was pre-planned to trap Chaturvedi at the behest of Shah and under pressure from top IAS officer Bihari.

CID chief SPS Yadav, who is heading the probe said, "We are getting some clues and are trying to support that with corroborative evidence. If it’s established who is behind this, we will initiate action.”

Rashmikant Shah while reacting to Sawant’s confession said, "I know how the police and the media are dancing to the tunes of Chaturvedi. It is too premature to comment on it. I will speak at the appropriate time.”

Most significant statement came from the then additional police commissioner Bipin Bihari, who broke his silence and reacted that the action (booking Chaturvedi on the charges of hatching a conspiracy to kill rival developer Rashmikant Shah) was not a result of the decision taken by him alone but was a “collective” decision taken by him, Commissioner of Police D N Jadav and then Joint Commisioner of police (law and order) Arup Patnaik. He also added that the “collective” decision was taken on the basis of the “facts” which emerged after the arrest of four accused.
