Govt all for strengthening anti-terror law

Prime Minister Dr. Manmohan Singh on Wednesday asserting his stand on terrorism said that his government is not soft on terror and emphasised on the emergent need to modernise the whole intelligence mechanism, and a better coordination between the Centre and States to effectively deal with terror incidents.


Addressing at the concluding day of the State Governor’s meet in New Delhi he said, “There is no question of the Government being soft on terrorism. The issue is really one of examining the efficacy of the totality of the systems and the mechanisms that we have to deal with terrorist incidents.”

Pointing out various instances of recent intelligence failure the Prime Minister said: “Our Security and Intelligence Agencies have, no doubt, been successful in thwarting and pre-empting several terrorist attacks, but as the blasts in Jaipur, Bangalore, Ahmedabad, Surat and Delhi indicate, there are still vast gaps in intelligence. These need to be overcome.”

Dr. Singh put across his views in favour of further strengthening the anti-terror law and said, ‘Government has no fixed, inflexible or ideological view in this regard. The procedural aspects of investigation and prosecution of terrorism related offences are under consideration with an aim to identify provisions to further strengthen the hands of the law enforcement agencies.’

However, he expressed his regret that the public debate on the issue of terrorism has been driven out by politics and has centered on certain laws enacted or repealed by Governments of different political persuasions.

Talking on the need of a federal agency for tightening mechanism to deal with terrorism, Dr. Manmohan Singh said that the agency need not necessarily to be a Federal Investigative Agency, but could be a Central Agency which can assist the States in investigation. As this Central Agency would have investigated other similar terrorist crimes in the country, they would have a great deal more of expertise in regard to the investigation and prosecution of such terrorist offences, added further.

However, he emphasised on a better coordination between States and Centre; among the States themselves, and also among the existing Agencies as there is a common stand running through each of the major terror incidents.
