'If I can create Jharkhand, I can also put it on the development path'

Three days ahead of the deadline set by the Governor Syed Sibte Razi of Jharkhand, the sixth chief minister of the state, Shibu Soren on Friday won the floor test in the State Assembly quietly receiving 42 votes in favour.


The Governor had asked Soren to prove the majority by September 1. He formed the government in the Jharkhand with the support of 17 MLAs of his party (JMM), 9 MLAs of Congress, 7 MLAs of RJD and nine Independents including outgoing chief minister Madhu Koda.

The Jharkhand Mukti Morcha chief, Soren, who sworn in as the Jharkhand's chief minister for the second time on Wednesday, won the floor test with two legislators barred from voting and other two remained absent in the Assembly. During a 7-hour-long debate Guruji expressed the courage and the will power to put the Jharkhand on the fast track and assured the House that he had the will power to take the state to new heights.

Soon after winning the majority, Guruji in his address to the legislators vowed his government would work for the development of the state and lower down poverty rate.

"If I can create Jharkhand, I can also put Jharkhand on the development path," said the JMM chief adding he would need the help from all quarters to build a strong Jharkhand.

Two days after Madhu Koda step down as the state's chief minister, Soren accompanied by RJD chief Laloo Prasad, Congress MP Subodh Kant Sahay and other Independents met the Governor with a letter of support signed by 42 legislators on Monday. Governor Syed Sibte Razi administered the oath of office to Soren and other 11 legislators at a ceremony in the Raj Bhavan on Wednesday afternoon.

The other ministers who took oath along with the Soren on August 27 were Stephen Marandi (Ind), Sudhir Mahto (JMM), Kamlesh Kumar Singh (NCP), Anosh Ekka (Ind), Hari Narayan Rai (Ind), Joba Majhi (Ind), Nalin Soren (JMM), Bandhu Tirkey (Ind), Aparna Sengupta (FB), Dulal Bhuiya (JMM), Bhanu Pratap Sahi (Ind).

Jharkhand in its 8 years of life after established in 2000 has seen many ups and downs. Within 8 years span five chief ministers have been changed.

The see-saw in the state kicked off after Madhu Koda, who once at the time of Confidence Motion facing by the UPA government in the Parliament on July 22 nodded to leave the chair of CM, refused to resign on August 12 after the JMM chief sought Koda to quit in his favour. A week later, Shibu Soren along with his party's 17 MLAs including three ministers in the state withdrew support relegating Koda's ministry to minority. Koda, despite reducing to minority, was reluctant to quit and said his ministry would prove majority in the House.

The Congress, which was committed to give two ministerial berths to Soren as a pre-condition in lieu of his support to the Congress-led UPA during trust vote, though gave its approval in favour of Soren but refused to intervene in the internal matter and asked the JMM chief to seek support of Independents.

The chair of chief minister was still quite a distant for the tribal leader dreaming to become chief minister of the state for the second time as the eight Independents were showing their reluctance to support Soren. Eventually, the separate meetings with the Independents bore fruit and eventually the RJD chief's support to him turned the picture in his favour.

The stony way for Shibu Soren to form new government became apparently clear after Koda’s meeting with the RJD chief on August 27 following his softening stand and announcement to support JMM.

This is the second time within three years when Soren has gained the power of the state in his hand. Earlier in March 2005, he had to resign within nine days after failing to prove majority in the House.
